The completed bid, with all forms filled in black ink, signed, and sealed in an envelope marked with the bid number, description, and closing date, must be submitted. Disqualification risks:

Mandatory documents to be submitted with the bid: valid Tax Compliance Status (TCS) Pin; company registration certificate; certified copies of identity documents of all business directors; full Central Supplier Database (CSD) registration report not older than 30 days from closing date (summary reports not accepted); certified copy of B-BBEE certificate or sworn affidavit (for EMEs/QSEs); current municipal rates and taxes statement for the business and all directors (or proof of residence from tribal authority, or lease agreement with lessor's up-to-date rates and taxes statement). All documents must be certified copies not older than 3 months. The completed bid document and all supporting documents must be sealed in an envelope clearly marked with bid number, description, and closing date, and placed in the bid box at Mbombela Civic Centre, 1 Nel Street, Mbombela, before 11:00 on the closing date.

The evaluation uses the 80/20 preference point system. Price accounts for 80 points, and specific goals account for 20 points. Specific goals include:

• 5 points for 100% black owned enterprise.
• 5 points for at least 30% woman shareholding or owned enterprise.
• 2.5 points for at least 30% youth shareholding or owned enterprise.
• 2.5 points for at least 30% people living with disability shareholding or owned enterprise.
• 5 points for enterprise regarded as EME located within the City of Mbombela.

No functionality evaluation is specified. The City is not bound to accept the lowest or any tender and reserves the right to cancel the tender. Bidders must be registered on CSD, have a valid Tax Compliance Status, and not be in arrears with any municipality for more than three months. Bidders or directors listed on the Register of Bid Defaulters or in the service of the state will be rejected.

Bidders must submit proof of a fitment centre. If using a third party, a letter of support from the fitment centre is required. For any key personnel whose CV is submitted, certified copies of qualifications and identity documents must be provided. Certified copies must not be older than three months.

Pricing must be firm, in ZAR, and include VAT. The pricing schedule (MBD 3.1 – Firm Prices) requires unit prices and total prices exclusive of VAT, with VAT shown separately. The bid price must cover supply of tyres, valves, fitment, balancing, and wheel alignment. The offer must be valid for 30 days from the closing date. All delivery costs must be included in the bid price. Specific items: 12.5/80 – 18 at 12 ply for TLB (quantity 2), 16.9-28 (14-28) 12 PR (quantity 2), 17.5-25 L4 16PR for CAT Grader (quantity 4).

Pricing must be firm (non-firm prices, including those subject to exchange rate variations, will not be accepted). All prices must be in South African Rand (ZAR) and include VAT. The pricing schedule (MBD 3.1 – Firm Prices) requires unit prices and total prices exclusive of VAT, with VAT shown as a lump sum and the total inclusive of VAT. The bid price must include supply of tyres, valves, fitment, balancing, and wheel alignment. The offer must be valid for 30 days from the closing date. No bid bond or guarantee is mentioned. Late delivery penalties: 5% of the total bid price per day or part thereof. All delivery costs must be included in the bid price.

Mandatory compliance documents:

• Joint venture/consortium agreement (if applicable), with lead partner holding at least 51% majority.
• Each party in a JV/consortium must submit separate required documents.

Bidders must not be in the service of the state. Bidders or directors listed on the Register of Bid Defaulters will be rejected. Municipal accounts must not be in arrears for more than three months. All certified copies must not be older than three months. The successful bidder must sign a written contract form (MBD 7.1).

Specific goals for B-BBEE points: 5 points for 100% black owned enterprise; 5 points for at least 30% woman shareholding or owned enterprise; 2.5 points for at least 30% youth shareholding or owned enterprise; 2.5 points for at least 30% people living with disability shareholding or owned enterprise; 5 points for enterprise regarded as EME located within the City of Mbombela. The City will utilize the CSD report for the above-mentioned information.

The successful bidder must sign a written contract form (MBD 7.1). The contract is for a once-off delivery. The period of validity of the tender is 120 days from the closing date. The municipality may cancel the contract summarily if the successful bidder fails to execute the service, and the bidder will be liable for any additional expenses. Neither party may cede or assign the contract without written permission. Late delivery penalties: 5% of the total bid price per day or part thereof. The municipality is not bound to accept the lowest or any tender and reserves the right to cancel the tender. Bidders are advised not to commit fraudulent activities or forge documents; abusers of the SCM system may be reported to SAPS and restricted from doing business with public institutions for up to 10 years.

Bids must be submitted using the official forms only. Late bids will not be accepted. Bids received by telegram, fax, or email will not be considered. Proof of posting is not accepted as proof of delivery. Tenders will be opened in public after the closing date. Amendments to the bid document will be issued as Notices to Bidders and must be completed and returned with the bid. The bid document must be completed in non-erasable black ink; corrections must be dated and signed. Erasures, tippex, or pencil are prohibited. Bids not complying with mandatory requirements will be rejected. The bidder must ensure that the physical address on CSD matches the company registration certificate. The City reserves the right to verify municipal rates and taxes information.

Bidders must not be in arrears with any municipality for municipal rates and taxes or service charges for more than three months. Bidders must not be listed on the Register of Bid Defaulters. Bidders must not have abused the City's Supply Chain Management System. Proof of a fitment centre must be attached; if third party, a letter of support from the fitment centre is required. No bid will be accepted from persons in the service of the state.
