Three-stage evaluation:

Stage 1(a) – Supply Chain Administrative Compliance: all returnable forms completed, signed and submitted; bid complete in all respects.

Stage 1(b) – Mandatory Requirements: proof of SAMSA accreditation or applicable MoU/partnership agreement with a SAMSA-accredited institution based in KwaZulu-Natal. Failure to submit leads to disqualification.

Stage 2 – Functionality Evaluation (minimum 50 points out of 70 to qualify):

• Company Experience (40 points): at least 4 signed reference letters on client letterhead within the last 10 years confirming delivery of same/similar services with scope and contactable references; complete Annexure A.
• Facilitator Experience (30 points): CV demonstrating years and type of experience facilitating STCW and Skipper’s Category C training; 5+ years = 30, 2–5 years = 20, below 2 years = 0; complete Annexure B.

Stage 3 – 80/20 Price and Preference Point System: Price 80 points (formula Ps = 80[1 – (Pt – Pmin)/Pmin]); Specific Goals 20 points (see complianceRequirements for breakdown). Bidders must complete SBD 6.1 to claim specific-goal points; failure to complete means points not claimed.

Scope: Provide 9 days STCW training and 5 days Skippers License Category C training to 65 KwaZulu-Natal beneficiaries (STCW = 50 beneficiaries, Skippers License Category C = 15 beneficiaries).

STCW modules (per STCW Convention Tables A-VI/1-1 to A-VI/1-4):

• Personal Safety & Social Responsibilities (A-VI/1-4)
• Personal Survival Techniques (A-VI/1-1)
• Fire Prevention & Fire Fighting (A-VI/1-2)
• Elementary First Aid (A-VI/1-3)

Skippers License Category C modules (SAMSA-accredited):

• Seamanship and safety
• Small vessel handling
• Chartwork and navigation
• Buoyage and rules of the road
• Legal requirements and radio procedures

Training must cater for novice users and prepare them for a harsh, unfamiliar environment. SAMSA-accredited certificates must be issued upon completion. Proposal must include project timeframe and total costs (venue, training materials, etc.). All training and certification must be delivered through a SAMSA-accredited/authorised institution (or via a valid MoU/partnership with one based in KZN).

Goods/services must conform to standards in bidding documents and specifications (GCC 4.1). Supplier must permit purchaser inspection of records and audits (GCC 5.4). Pre-bidding testing at bidder’s account (GCC 8.1). Inspection of premises at all reasonable hours if bid condition requires (GCC 8.2). Cost of inspections/tests borne by purchaser if compliant, by supplier if non-compliant (GCC 8.4–8.5). Non-compliant supplies/services may be rejected (GCC 8.6–8.7). Contract documents remain purchaser’s property and must be returned on completion (GCC 5.3).

No additional OHS plan or HSE compliance requirements stated beyond the training curriculum itself.

Contract governed by General Conditions of Contract (GCC) and any Special Conditions of Contract (SCC). Successful bidder must sign written contract form (SBD 7). Performance security required within 30 days of award notification (amount specified in SCC). Payment within 30 days of invoice submission, in Rand. Prices fixed except authorised adjustments in SCC. Termination for default clauses apply (failure to deliver, breach of obligations, corrupt/fraudulent practices). Restriction penalties up to 10 years for breach. Dispute resolution: collusive practices reported to Competition Commission. Inspection and testing rights per GCC clauses 8.2–8.8. Warranty: 12 months after delivery/acceptance or 18 months after shipment, whichever earlier (GCC 15.2). Subcontracting permitted with written notification; does not relieve supplier liability. Force majeure, assignment, amendments, penalties (prime interest rate per day of delay) per GCC.
