Evaluation uses the 80/20 preference point system (80 points for price, 20 points for specific goals) or 90/10 system (90 price, 10 specific goals) depending on value. Specific goals are locality-based:

• Offices within Sol Plaatje Municipality jurisdiction: 20 points (80/20) or 10 points (90/10).
• Offices within Francis Baard District: 5 or 3 points.
• Offices within Northern Cape Province: 3 or 2 points.
• Offices within Republic of South Africa: 1 or 1 point.

Bidders must submit CSD report, B-BBEE certificate/sworn affidavit, and municipal account/lease to qualify for specific goals points. The municipality reserves the right not to award to the highest scorer based on objective criteria (PPPFA section 2(1)(f)), including poor past performance, failure to deliver, unresolved disputes, or performance concerns. Scope: Supply and delivery of medium and low voltage cables as per detailed schedule. Cable types and standards:

• 600/1000V PVC insulated SWA PVC sheathed stranded copper cable: sizes 2.5 mm² to 16 mm², 2/4/7/19 core, to SANS 1507-1990.
• Submersible pump cable: 4 mm² to 16 mm², 4 core copper, to SANS 1574.
• Cabtyre: 0.75 mm² to 2.5 mm², 3 core, to SANS 1574, core colours Blue, Brown, Yellow/Green.
• Earth conductor: 50 mm², 70 mm², 95 mm², anti-theft design with copper-steel interlocking.
• Single core medium voltage (6.35/11 kV) XLPE insulated cables: 185 mm², 300 mm², 630 mm², to SANS 1339-1990.
• Also: 1kV flexible power cable, flexible trailing cable, illumination flexible wiring cable, flat twin and earth cable, AIRDAC cable (anti-theft, 500m drums).

All cables must have unique conductor and cable marking per SANS 1741 / SACIS 12 standard, with sequentially marked polyester tape. Anti-theft marking required on conductors ≥50 mm² (≥18 wires) and on all cables. Smaller cables require only cable marking. Bidder must submit a letter from the manufacturer confirming the marking system (not a website printout). Delivery to Municipal Stores, Kimberley. Prices include VAT and delivery.

Pricing is per meter for each cable type, with separate sections for PVC insulated SWA copper cable (items 1.1-1.10), submersible pump cable (2.1-2.4), cabtyre (3.1-3.4), earth conductor (4.1-4.3), and single core MV XLPE cable (5.1-5.3). Bidders must quote on all items in a section or that section is disqualified. Prices must include VAT and delivery to Municipal Stores. For non-firm prices, select one of three adjustment methods (escalation formula, exchange rate, or documentary evidence) and complete MBD 3.2. Pricing format: Schedule of rates per meter for each cable type, quoted excluding and including 15% VAT. Bidders must quote on all items per section; failure to do so disqualifies that section. For non-firm prices, select one of three options: escalation using prescribed formula (Option A), rate of exchange variations (Option B), or documentary evidence (Option C). Mandatory registrations and documents:
