Sentech SOC Ltd is a State-Owned Company and South Africa's leading provider of

broadcasting signal distribution services. Sentech owns and operates

telecommunications infrastructure throughout South Africa, including transmission

sites with critical electrical and renewable energy infrastructure.

The perimeter security fence surrounding the Riversdale C4 Solar Plant sustained

damage as a result of severe weather conditions and heavy winds. The damaged

fence has compromised the security of the solar plant and requires urgent repair and

reinstatement.

Sentech intends appointing a suitably qualified and experienced Contractor to remove

the damaged sections of the existing ClearVu fence, replace damaged structural

components, reinstate the fence using existing reusable materials where possible,

install new support members, reinstate the electric fence, and commission the

complete security system.

The Contractor shall provide all labour, supervision, plant, equipment, transport,

materials and consumables required to complete the Works.

3.1 Preliminary and General

The Contractor shall:

• Attend compulsory site briefing.
• Verify all dimensions and quantities.
• Inspect existing fence damage.
• Protect existing solar plant infrastructure.
• Supply all labour, supervision and equipment.
• Maintain site security during construction.
• Remove all debris.
• Reinstate disturbed ground.
• Submit weekly progress reports with photographs.

3.2 Removal of Existing Damaged Fence

The Contractor shall carefully remove damaged sections of the existing ClearVu fence.

The works include:

• Removal of approximately 55 damaged ClearVu fence panels
• Removal of damaged fence posts
• Removal of damaged foundations where required
• Protect reusable fence panels during removal
• Carefully retain all reusable:

o ClearVu panels

o Underdigs

o Fixings where suitable

• Dispose of damaged material at an approved disposal facility.

3.3 Supply and Installation of New Fence Posts

Supply, deliver and install:

• 18 new ClearVu fence posts
• Post length: 3300 mm
• Including:

o Base plates (where applicable)

o Galvanised nuts

o Bolts

o Washers

o Protective caps

Posts shall be installed plumb, aligned and securely founded in concrete.

3.4 Reinstallation of Existing Fence Panels

The Contractor shall reinstall:

• Existing reusable ClearVu fence panels
• Existing underdig panels

including:

• Alignment
• Levelling
• Bolting
• Adjustment
• Final tightening of all fixings

The completed fence shall be straight, secure and tensioned.

3.5 Installation of Additional Strut Posts

Supply and install:

• 14 Heavy Duty Strut Posts

including:

• Concrete foundations
• Bracing
• Connection brackets
• All bolts and fittings

The purpose of these posts is to improve structural stability against future high wind

loading.

3.6 Electric Fence

Supply and install approximately:

110 metres of Electric Fence

The installation shall include:

• Galvanised brackets
• Insulators
• High tensile wires
• Tensioners
• Connectors
• Warning signs
• Earth spikes
• Lightning protection where applicable
• All accessories required for a complete installation.

3.7 Commissioning of Electric Fence

The Contractor shall:

• Test the complete electric fence.
• Verify voltage.
• Test earthing.
• Test energizer.
• Demonstrate correct operation.
• Repair any faults identified during commissioning.
• Submit commissioning certificate.

3.8 Removal of Damaged Vibracrete Fence

The Contractor shall:

• Carefully demolish and remove damaged Vibracrete fence sections.
• Remove damaged concrete posts.
• Remove damaged foundations where instructed.
• Dispose of all waste material at an approved landfill.

3.9 Installation of Replacement Vibracrete Fence

Supply and install replacement Vibracrete fence comprising:

• New Vibracrete posts
• Vibracrete panels
• Concrete foundations
• Alignment
• Backfilling
• Finishing

All works shall match the existing fence unless otherwise instructed.

3.10 Quality Assurance

The Contractor shall provide:

• Material compliance certificates
• Electric fence compliance documentation
• Inspection records
• Manufacturer warranties
• Final inspection before handover.

3.11 Occupational Health and Safety

Prior to commencement the Contractor shall submit:

• Approved Health & Safety File
• Risk Assessments
• Method Statements
• Proof of Competency
• Medical Certificates
• Public Liability Insurance
• COID Registration

No work may commence until written approval has been obtained from Sentech.

3.12 Constraints

The Contractor shall allow for:

• High wind conditions
• Restricted access
• Working adjacent to operational solar infrastructure
• Material delivery lead times
• Operational requirements of the Riversdale C4 Site

Extensions of time shall be considered in accordance with GCC 2025.

Scope of Works: Provide all labour, supervision, plant, equipment, transport, materials and consumables. Preliminary and General: attend compulsory site briefing, verify dimensions, inspect damage, protect infrastructure, maintain site security, remove debris, reinstate ground, submit weekly progress reports with photos. Removal of damaged fence: remove ~55 damaged ClearVu panels, posts, foundations; retain reusable panels, underdigs, fixings; dispose of damaged material. Supply and install 18 new ClearVu posts (3300mm) with base plates, nuts, bolts, washers, caps; install plumb and aligned in concrete. Reinstall existing panels and underdigs with alignment, levelling, bolting, final tightening. Install 14 heavy duty strut posts with foundations, bracing, brackets. Electric fence: supply and install ~110m with brackets, insulators, wires, tensioners, connectors, warning signs, earth spikes, lightning protection. Commissioning: test voltage, earthing, energizer, demonstrate operation, repair faults, submit certificate. Remove damaged Vibracrete sections and posts, dispose waste. Install replacement Vibracrete fence with new posts, panels, foundations, alignment, backfilling, finishing. Quality assurance: material compliance certificates, electric fence compliance docs, inspection records, warranties, final inspection. OHS: submit Health & Safety File, risk assessments, method statements, proof of competency, medical certificates, public liability insurance, COID registration before work. Constraints: high wind, restricted access, working near operational solar infrastructure, material lead times, operational requirements. Extensions of time per GCC 2025.

3.10 Quality Assurance

4.1.1. Site hand over meeting

• This is the official hand over of the site to the contractor for the duration of the

contract. This is the first meeting on site of all the relevant parties who will be

involved in the contract for its entire duration.

4.1.2. Progress meetings

• The intervals of progress meetings should be decided at the first site hand

over meeting. The Infrastructure Services Manager shall carry out additional

intermediate site inspections.

4.1.3. SENTECH line of reporting problems

• Any problem, which may arise during the contract, should be reported

immediately to the Infrastructure Services Manager.

• If the Infrastructure Manager is not available, it should be reported directly to

the Operations Manager.

4.2. Quality assurance

• Quality assurance inspection will be carried out at all the key dates and

milestones established at the site handover meeting.

• The Infrastructure Services Manager or Sentech trade tested rigger shall carry

out site inspections before, during and upon completion of the contract.

4.3. Execution programme

• Timeous completion of the project is of utmost importance for Sentech.

• To ensure and to assist the contractor to monitor his or her own progress, he

or she will be required to provide Sentech with a detailed execution schedule

when providing a quotation.

• This schedule should be in the Bar Chart format.

2. Site access

• Access to Sentech sites is mostly by means of gravel roads. In some instances,

the roads may be paved with a bituminous surface in other instances maybe

concrete or concrete strips roads. The contractors are requested to use 4 x 4

vehicles to access our sites.

• Although we try our best to maintain these roads as best as possible some of the

paved and concrete roads cannot be accessed with an ordinary vehicle.

• Some may be very steep in places with very tight turns which would make access

difficult for ordinary vehicles.

• The mast and Sentech’s property and buildings are fenced off to restrict

unauthorized entry.
