1.1. Purpose
This specification defines the requirements for the investigation, maintenance, repair,
removal, disposal, procurement, supply, delivery, installation, testing, commissioning and
handover of roof-related work at Buildings 616, 617, 793, 626, 621, 620, 1037, 656, 655,
674, 676 & 675, hereinafter referred to as applicable buildings, at Armscor Dockyard,
Simon's Town.
The work includes zinc aluminium and Nutec, side cladding, ridge and barge flashings,
fascia boards, gutters, downpipes, box gutters, penetrations, waterproofing and asbestos
work where existing materials contain asbestos.
1.2. Background
Armscor Dockyard constantly reviews its capabilities to meet its client’s maintenance and
repairs requirements. A feasibility study for maintaining and repairing affected buildings
was conducted on the buildings which were extremely damaged within the Armscor
Dockyard.
The delay in expediting the maintenance and repairs of the applicable buildings’ roofs
pose a height risk on workshop personnel, machinery and operational continuity.
Therefore, Armscor Dockyard requires a competent service provider to restore the
applicable buildings to a safe and conducive working environment.

3.3. Installation
3.3.1 Repairs to the roof as per Annexure B shall be carried out so that it safely
sustains any actions which can reasonably be expected to occur and in such a
manner that any local damage (including cracking) or deformation do not
compromise it’s functioning.
3.3.2 The Concealed Fix Roof sheeting shall be installed in accordance to the
manufacturer’s instructions for extreme wind conditions by workers with the
correct skills.
3.3.3 Provide waterproof temporary covers at every incomplete area. No building may
be left exposed overnight or during adverse weather.
3.3.4 Any person who erects, maintains, alters, renovates, repairs or dismantles
asbestos roof sheet, gutters, fascia boards and barge boards shall ensure that all
works shall be done in compliance with the Asbestos Abatement Regulations,
2020 (as amended), and that.
a. All run-off water must be filtered before entering the stormwater system.
b. Full compliance with the regulations in terms of the safe removal of the
asbestos containing material.
c. All asbestos containing material i.e., roof sheet, rainwater gutters and down
pipes, shall be disposed of according to the asbestos abatement
regulations.
3.4. Commissioning
3.4.1 General requirements which need to be satisfied upon the completion of
Maintenance, Repairs and Installation on applicable buildings include but not
limited to the following:
(a) The refurbishment to the roof is expected to be durable and shall not allow
the penetration of rainwater or any other surface water to its interior and
shall not cause water to drip onto the ceiling or floor from the underside.
(b) Workshops gutters and downpipes shall be cleaned and unclogged where
applicable.

(c) The roof shall be adequately anchored against wind uplift where applicable.
(d) The roof coverings and waterproofing systems shall be repaired if
damaged where applicable.
(e) All end laps in roof sheeting must be properly sealed.
(f) All fasteners must be corrosion resistant.
(g) All repairs/refurbishments must be deemed to meet/satisfy the
requirements of the latest revisions of the SANS 10400 Series.
3.4.2. The service provider shall provide Armscor with manufacturer warranties for roof sheets,
waterproofing systems, together with a minimum 3-year workmanship warranty against
all workmanship related defects.
3.5. Deliverables:
3.5.1 The quotation to be submitted to Armscor Dockyard shall include but not limited
to the following:
(a) Pricing schedule (as per Annexure C).
(b) Verifiable specifications of materials to be supplied, delivered, installed and
commissioned (i.e., Zinc aluminium roof sheets, Nutec sheets, flashings,
fasteners, waterproofing, sealants, gutters and downpipes)
3.5.2 Deliverables due after receipt of the Armscor Order:
(a) SHE File, which shall be approved by the Armscor Dockyard SHE
department prior to any commencement of work.
(b) Project Schedule prior to work commencement.
(c) Approved asbestos plan of work, appointments i.e., AIA (approved
inspection authority) shall be submitted prior to work commencement in
accordance with the Asbestos Abatement Regulations, as amended.
(d) Asbestos notifications, air-monitoring records, disposal certificates and
clearance certificate, work completion certificate.

4.1. Facilities
(a) Armscor Dockyard shall provide compressed air and power supply points.
(b) In addition, Armscor Dockyard shall make available a cherry picker to the service
provider, provided that the service provider has a valid certified cherry picker
driver.
(c) Any further roof access requirements i.e., scaffolding shall be provided by the
service provider.
(d) Armscor Dockyard working hours are 07:15 till 16:30 from Monday to Thursday
and 07:15 till 12:15 on a Friday.

3.3. Installation
3.3.1 Repairs to the roof as per Annexure B shall be carried out so that it safely
sustains any actions which can reasonably be expected to occur and in such a
manner that any local damage (including cracking) or deformation do not
compromise it’s functioning.
3.3.2 The Concealed Fix Roof sheeting shall be installed in accordance to the
manufacturer’s instructions for extreme wind conditions by workers with the
correct skills.
3.3.3 Provide waterproof temporary covers at every incomplete area. No building may
be left exposed overnight or during adverse weather.
3.3.4 Any person who erects, maintains, alters, renovates, repairs or dismantles
asbestos roof sheet, gutters, fascia boards and barge boards shall ensure that all
works shall be done in compliance with the Asbestos Abatement Regulations,
2020 (as amended), and that.
a. All run-off water must be filtered before entering the stormwater system.
b. Full compliance with the regulations in terms of the safe removal of the

The roof shall be adequately anchored against wind uplift where applicable. All repairs/refurbishments must meet the requirements of the latest SANS 10400-L. The service provider shall ensure that the roof does not allow penetration of rainwater or surface water, and shall not cause water to drip onto the ceiling or floor. All end laps in roof sheeting must be properly sealed. All fasteners must be corrosion resistant. The service provider shall provide waterproof temporary covers at every incomplete area. The roof coverings and waterproofing systems shall be repaired if damaged where applicable. Workshop gutters and downpipes shall be cleaned and unclogged where applicable.
