Scope: Provide professional security services for OR Tambo District depot and camps for 36 months.

Sites: Dalindyebo Depot (Mthatha), Mechanical Workshop (Mthatha), Ngcwanguba Camp (Mqanduli), Mthathambo Camp (Lusikisiki), Pantu (Port St Johns), Tsolo Camp (Tsolo), Tyara Camp (Libode), Tyumbu Camp (Mthatha), Auction Yard (Mthatha), Magcakini (Ngqeleni).

Manpower: 8 Grade B supervisors and 40 Grade C guards (total 52) covering day and night shifts.

Shifts: 12-hour day shift (06:00–18:00) and 12-hour night shift (18:00–06:00), including weekends and public holidays.

Services: Physical guarding, armed response patrols, access control, searching, electronic monitoring.

Equipment to be provided:

• 2-way radios (26 per shift)
• Cell phones (1 per site with airtime and data)
• Guard patrol monitoring system (4 devices, 10 clocking points)
• Visitor and vehicle access control system
• 2 patrol vehicles with tracking (proof of ownership or hire letter)
• 30 firearms with valid licenses
• 6 firearm safes (SABS approved)
• Metal detectors, torches, batons, handcuffs, pepper spray, notebooks, pens
• Satellite internet solutions (20–50 Mbps, uncapped, UPS backup, cloud backup)

Bidders must submit an armed response methodology.

Contractor must provide 24-hour service and weekly patrol tracking reports.

Bidders must submit an armed response methodology describing how they will respond to emergencies in line with the scope of work.

Successful bidder must provide a detailed operational plan (AOP) including:

• One-month security plan before contract commencement.
• Target dates for planned activities over the contract year.
• Written description on building and maintaining a security culture.
• Contingency plan for industrial action, loss of key staff, resources, or facilities.
• Day-to-day rostering methodology and back-up capacity.

Company must have completed at least one contract with a value of minimum R2 million in the last five years.

Proof: completion certificate or reference letter on client letterhead stating nature of work, duration, value, and year completed.

Key personnel: 2 supervisory staff with Grade B PSIRA and 3 years of experience post-accreditation (attach CV and valid PSIRA certificates).

Customer reference letters may also be submitted as proof of relevant experience.

A Service Level Agreement may be signed to establish additional quality requirements and performance measurement provisions.

Contractor must maintain and store all registers (occurrence books, vehicle inspection forms, etc.) for the contract duration.

Registers must be supplied and kept neat and legible.

Entries must be made in blue/black ink (significant entries in red ink) and cannot be erased – corrections must be crossed out with a single line and initialled.

Pricing must be in accordance with current NBCPSS Provisional Pricing Guide (effective 1 March 2023).

Firm price for one year including employee increments.

All bid rates must include VAT.

Bids with obviously unbalanced rates may be rejected if not adjusted within 7 days of notification.

Bid must remain valid for 90 days from closing date.

Pricing must be in accordance with current NBCPSS rates (National Bargaining Council for the Private Security Sector).

Firm price for one year including employee increments.

All rates must include VAT.

Liability insurance required: minimum R5,000,000.

If contractor fails to produce required registers, employer may deduct 5% from invoice.

Mandatory before submission:

• Registration on Central Supplier Database (CSD) – confirmed before contract award.
• Tax Compliance Status PIN code for SARS verification.
• Company and every director/member registered under PSIRA Act 2001.
• Valid PSIRA certificate (New Certificate per industry circular of 10 March 2015).
• Valid letter of good standing from PSIRA (valid at bid closure).
• Directors' PSIRA registration copies (Grade A or B).
• Proof of registration with Provident Fund and letter of good standing.
• NBCPSS proof of registration and letter of good standing.
• Health Insurance (Affinity) certificate of registration and letter of good standing.
• UIF proof (EMP 201 and last 3 months payment).
• Workmen's compensation (COID) proof.
• Minimum 28 certified copies of company firearm licenses (SAPS certified) – all licenses must reflect bidder's name.
• Company experience: at least one completed contract of minimum R2 million in the last five years (completion certificate or reference letter).
• Two patrol vehicles: proof of ownership (company/director certificates) or letter of intent to hire with certified ownership certificates.
• Key personnel: 2 supervisory staff with Grade B PSIRA and 3 years post-accreditation experience – attach CVs and PSIRA certificates.

Failure to meet any of the above may render bid non-responsive.

Contractor must comply with the Occupational Health & Safety Act (OHSA).

Contractor must appoint a duly authorized representative to discharge duties under Section 16(1) and (2) of OHSA.

The contract constitutes an agreement under Section 37(2) of OHSA.

Contractor must conduct annual occupational health medical surveillance of all guards and provide medical reports to the Site Safety Officer.

Contractor must provide necessary training, including emergency plan guidelines.

Contract period: 36 months.

Contractor indemnifies the Employer against any loss or damage arising from acts or omissions of contractor's personnel or failure to provide services.

Upon termination, contractor shall assist in transferring services to the Employer or a designated service provider, providing necessary information and documentation (excluding proprietary or confidential documents).

Penalty: If contractor fails to produce required registers, employer may deduct 5% from invoice amount.
