Evaluation stages:

Specific goals and points:

• Local supplier within 200 km of Tsitsikamma National Park: 10 points. Proof: municipal rates bill (not older than 3 months), local municipality confirmation of business address, or signed lease agreement with proof of latest rental payment.
• B-BBEE status: EME = 10 points, QSE = 5 points. Proof: valid B-BBEE certificate issued by a SANAS-accredited verification agency, or a sworn affidavit (CIPC/DTIC).

Failure to submit proof for specific goals means those points are not claimed.

SANParks may require a bidder to substantiate any preference claim.

Scope: Supply, deliver, install, test and commission five (5) standalone toilet container units at designated locations within Tsitsikamma National Park.

Work includes all labour, materials, plant, transport, excavation, plumbing, drainage, septic systems, water storage, solar lighting, testing and commissioning.

Contractor must undertake a site inspection prior to commencement.

Container structure (each unit):

• Converted steel container or prefabricated modular structure
• Minimum dimensions: 2.4m x 2.4m x 2.6m
• Welded structural steel frame
• Anti-corrosion treatment and external weatherproof paint finish
• 50mm insulated chromadek sandwich panels or equivalent
• Waterproof and non-slip floor finish
• Insulated roof structure with weatherproof sealing
• Internal ceiling lining
• Stainless steel ventilation grilles
• Complete fixing and anchoring system

Civil works:

• Set out all toilet positions
• Clear and prepare installation areas
• Excavate for foundations
• Construct reinforced concrete foundation slabs
• Construct concrete plinths where required
• Backfill and compact excavated areas
• Remove surplus excavated material from site

Plumbing and sanitary installations (per unit):

• 1 x floor-mounted ceramic toilet pan with dual-flush cistern, seat and lid
• 1 x wall-mounted ceramic basin with chrome plated mixer or pillar tap, bottle trap
• Accessories: mirror, toilet roll holder, soap dispenser, coat hook, towel hook, signage
• Isolation valves and waste connections

Water supply system (per unit):

• 1 x 1000 litre JoJo tank (supplied by contractor)
• Pressure-treated timber stand with minimum five 200mm diameter support posts
• Elevated rigid platform
• Inlet and outlet pipework, isolation valves, overflow pipe, tank securing straps
• Complete connection to basin and toilet

Septic tank and drainage system (per unit):

• Excavate for septic tank installation and trenches for pipework and soakaways
• Install 1 x 1200 litre septic tank (supplied by SANParks) with concrete bedding and connections
• Construct soakaway system: minimum 20 metre perforated drainage line wrapped with geotextile membrane, filled with approved soft rock drainage media
• Inspection points, rodding eyes, ventilation system
• 110mm UPVC sewer pipe, 40mm PVC basin waste pipe, inspection chambers
• Test all drainage systems

Electrical and solar installation (per unit):

• Solar panel system with charge controller and battery
• LED bulkhead light, weatherproof light switch, surface mounted conduit
• Anti-theft galvanized steel cage protecting solar panel
• Complete wiring and testing

Ventilation (per unit):

• Louvred vents
• Vent stack minimum 1.5m above roof level
• Insect screens
• Mechanical extractor fan

Testing and commissioning:

• Pressure test all water pipework
• Test drainage systems
• Test solar lighting systems
• Demonstrate operation of all installations
• Rectify defects
• Clean site and facilities

VAT at 15% for VAT registered vendors.

Pricing format: Fixed price in Rand (excl. VAT) per item, as per the pricing schedule in the RFQ.

Occupational Health & Safety: The recommended bidder must submit an OHS File prior to commencement.

POPIA: SANParks adheres to the Protection of Personal Information Act.

The contractor must comply with all Occupational Health and Safety requirements throughout the project.

An Occupational Health & Safety File must be submitted by the recommended bidder prior to commencement.

The works include construction of septic tanks, soakaways, and drainage systems that must be properly installed and tested.

The contractor must dispose of surplus excavated material and implement environmental mitigation appropriate to a national park setting.

The successful bidder must sign a written contract form (SBD 7).

The bid is subject to the Preferential Procurement Policy Framework Act, 2000, the Preferential Procurement Regulations, 2017, the General Conditions of Contract (GCC), and any special conditions of contract.

Payment will be made within 30 days of receipt of invoice, in accordance with PFMA.
