The ppecb requires an accredited IT training provider to deliver 86 listed ICT courses to its staff over a three-year period, with all training presented online via microsoft teams. Bidders quote a cost per delegate for each course, plus certification examination fees where applicable, and must state which courses they do not offer. Delegate numbers are confirmed only when the annual training cycle opens, so NO volumes can be guaranteed upfront. The decisive qualification is a valid, current seta training provider accreditation together with training partner certification for the courses offered, since missing either fails the mandatory stage before price is even considered.
Closing: 12 October 2026 at 11:00; late submissions are not accepted. Bid validity is 90 days.
Mandatory SETA accreditation: a valid, up-to-date SETA training provider accreditation is a pass/fail requirement, and Training Partner certification is required for every course where specified. Proof must accompany the quotation.
CSD registration: bidders must be registered on the Central Supplier Database at closing time and reflect the CSD Master Registration Number on SBD 1; non-registration or being prohibited from doing business with the state disqualifies.
Functional evaluation: 100 points across Training Partner certification (20), SETA registration (20), proposal and complete Submission Form (10), per-course content, duration, facilitator accreditation and experience (20), confirmation of certificates and training registers (10), Microsoft Teams delivery confirmation (5) and references (15, of which 3 reference letters no older than 5 years carry 10 points and fewer than 3 contactable references scores 0).
Preference points: 80/20 system applies where the lowest acceptable bid is R2,000 or more, with 20 points for specific goals — 10 for being an EME or QSE and 10 for black woman ownership (70%–100% = 10, 51%–69.99% = 5, 30%–50.99% = 3, below 30% = 0). A SANAS certificate, commissioned affidavit or annual financial statements is required as evidence.
Pricing submission: quote per delegate per course on Annexure B, including certification exam fees where applicable, and mark any course not offered as NOT OFFERED. Prices are fixed and not subject to exchange rate movement.
Returnable pack: SBD 1, SBD 4, SBD 6.1, the signed bidder declaration, valid tax clearance or SARS TCS PIN, valid B-BBEE certificate or EME/QSE affidavit, CSD report, Annexure A with 3 reference letters, Annexure B, signed PPECB terms and conditions, and proof of authority to sign. Any omitted or unsigned document disqualifies the bid.

PPECB seeks an accredited IT training provider for its ICT department over 3 years. Courses are those commonly requested annually and delegate numbers are only known when each training cycle opens, so numbers cannot be specified upfront. Quotations must state the cost per delegate per course and any certification examination fees. Training is delivered online via Microsoft Teams, with a certificate of attendance and/or certification issued to each delegate. The provider must be an accredited Training Partner for the course and SETA-accredited as a training provider, with proof submitted.

Contractual Terms
Source: RFQ_Provision of ICT Training Courses Issued.pdfThe successful bidder is responsible for its work and for all materials, tools, equipment and property issued for the work. PPECB is not liable for bid preparation costs, including on-site presentations. Personal and confidential information supplied during bidding may be used only for this bid. Purchase order terms and conditions apply, covering confidentiality, intellectual property, indemnity, risk, guarantee, trademarks and patents, restricted suppliers, and disputes. The supplier indemnifies PPECB against loss or damage to property or persons arising from the work, goods or materials, including by subcontractors. Risk in the goods remains with the supplier until delivery and acceptance by PPECB or its receiving agent. Goods and services must be free from defects, guaranteed for at least 12 months from delivery, and replaced free of charge if they fail the guarantee. PPECB may terminate immediately if the supplier is listed on National Treasury's restricted suppliers database. Disputes are first referred to mutual consultation; if unresolved after 30 days, an independent expert decides, with the right to approach a competent court preserved. The agreement is governed by South African law.
Special Conditions
Source: RFQ_Provision of ICT Training Courses Issued.pdf (RFQ)PPECB may extend the closing date and will notify invited bidders by email. Any revision to the RFQ is issued as an addendum by email. PPECB may accept a quotation other than the lowest priced, reject non-conforming quotations, request further information after closing, cancel the RFQ in whole or part, award to one or more suppliers, or make no award. Bidders may not process PPECB personal or confidential information for any purpose other than this bid, and may not issue press releases about the RFQ or any resulting agreement without PPECB's consent. The RFQ is not an offer document and does not create a contract. Submission means the bidder accepts all terms and conditions. The attached terms and conditions must be signed and returned with the response.
