The department requires a service provider to conduct occupational health and safety inspections at eleven south cape tvet college sites and issue OHS compliance certificates for compliant facilities. The inspection scope includes fire safety, electrical safety, PPE, incident reporting, risk assessments and statutory OHS documentation, with certificates valid for twelve months from october 2026 to october 2027. The single most consequential bidder consideration is the submission of a complete returnable package – tax compliance, municipal proof, b‑bbee evidence, saisoh accreditation and a recent reference letter – as any missing item leads to disqualification.
Closing date and time: 14 October 2026 at 11:00; bids must be deposited in the bid box at South Cape TVET College Central Office Building, Ground Floor, 125 Mitchell Street, George or emailed to [email protected].
Returnable forms: SBD 1, SBD 4, SBD 6.1, SBD 8, SBD 9, Declaration & Commissioner of Oaths, and Price Declaration Form must be completed and signed.
Mandatory supporting documents: valid tax PIN/TCS certificate, latest municipal account or lease agreement, CIPC registration with member percentages, share certificates (if company), shareholding breakdown per race/gender, B‑BBEE certificate from SANAS accredited agency or sworn affidavit, proof of SAISOH accreditation or relevant competency, and one reference letter for a similar OHS project completed within the past 3‑5 years.
Evaluation: 80/20 preference point system (price 80 points, specific goals 20 points); B‑BBEE level determines up to 10 points, locality (Garden Route) up to 10 points, Western Cape up to 5 points.
Disqualification: bidders in the service of the state, or with directors/members employed by the state, are ineligible; any missing returnable form or supporting document results in non‑compliance and disqualification.
