The city of cape town requires the supply, support and maintenance of public key infrastructure (pki), software, services, development and licensing over a 72-month contract, divided into four schedules: support of the existing appviewx pki system, a new or replacement pki system, public certificate authority certificates, and a cyber security development programme. Preference points — 80/20 system with 20 points: 8 for promotion of micro and small enterprises, 6 for enterprise supplier development and socio-economic development, and 6 for skills development or an employee share scheme. Points are awarded only on sufficient, relevant and verifiable documentary proof.
Registration and tax — Bidders must be registered on the National Treasury CSD and the CCT Supplier Database (each joint-venture party separately) and must provide a valid SARS Tax Compliance Status PIN. Without these, no orders can be raised or payments processed.
Schedule structure — Bidders may tender for all or fewer schedules. Only one of Schedule A (AppViewX support and maintenance) or Schedule B (new or replacement PKI system) will be awarded; Schedules C and D appoint one winner plus one alternative tenderer, with work offered on a winner-takes-all basis. A non-refundable R200 tender fee applies to hard copies only, and bids remain valid for 120 days after closing.
