The nrcs requires a service provider to render communication and marketing services on an ad-hoc basis over 36 months, covering strategy documents, media monitoring, social media content, video and print production, billboard creative and installation, event support, translation and monthly and annual reporting. Work is instructed through task orders against a priced rate card rather than guaranteed volumes, and the contract is awarded on rates. Bids are scored on the 80/20 system for price and b-bbee, and the most consequential risk is that nrcs may pass over the highest-scoring bid if the part b disbursement markup offered is not cost-effective.
Closing and submission: sealed hard-copy bid, individually marked with the bid number and description, must be in the NRCS tender box by 03 November 2026 at 11:00; faxed, posted and emailed bids are not accepted and late bids are rejected.
Briefing session: none is scheduled — the compulsory briefing column is marked N/A, so no site meeting attendance is required.
Evaluation: 80/20 system with 80 points for price and 20 for B-BBEE specific goals; Level 1 = 20 points, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2 and a non-compliant contributor = 0; bids pass minimum requirements, then functionality, then price and preference.
Compliance evidence: CSD registration number and a SARS Tax Compliance Status PIN are required, with each consortium, joint venture or subcontractor party submitting separate proof; a valid B-BBEE certificate or sworn affidavit (EMEs and QSEs) from a SANAS-accredited agency, registered auditor or Close Corporations Act accounting officer is needed to claim preference points, and no proof means no points.
Pricing: complete SBD 3.1 with the Part A rate card priced per deliverable unit plus a single Part B markup percentage on third-party costs; Year 1 rates are firm, Years 2 and 3 are escalated at a fixed 6% per annum for scoring only, and the three-year total including VAT is used for price and preference scoring; the offer is valid for 180 days from the closing date.
Objective criteria: NRCS may negotiate any Part B markup offered and may pass over a bid that fails to offer a cost-effective gross cost percentage even if it scores the highest points on price and preference using the Part A rate card; NRCS is not obliged to appoint the cheapest bidder and may reject any submission or re-advertise.
Returnable documents and disqualification risks: SBD 1, SBD 3.1, SBD 4, SBD 6.1, the authority of signatory (board or members' resolution) and the supplier declaration form must be completed and signed; SBD 7 is signed by the successful bidder; any omitted or unsigned particular, a late bid, or a false disclosure or preference claim invalidates the bid.
