Idfc requires a service provider to render comprehensive cleaning, hygiene and garden services at seven cluster 4 (far north) properties in kwazulu-natal — four retail shopping centres, two smme factory units and the isithebe estate office — for 36 months from appointment. The appointed contractor supplies all labour, equipment, sabs-approved consumables and hygiene installations, staffs each site to the specified shift patterns and cleaning frequencies, and remunerates staff in line with the bargaining council for contract cleaning industry sectoral determination 6. The most consequential condition is that all 22 listed cleaning and hygiene products must be sourced only from the KZN detergent centres, and attendance at the compulsory online briefing on 22 october 2026 is a prerequisite for bidding.
Closing and submission: proposals close 04 November 2026 at 11:00 and must be hand-delivered in a sealed envelope to the tender box at Ithala Trade Centre, 29 Canal Quay Road (GPS 29 Signal Road), Point Waterfront, Durban — one original plus one electronic copy on USB. The box is locked at 11:00 and nothing arriving later is accepted; e-mail, fax and telephonic bids are refused.
Compulsory online briefing: 22 October 2026, 10:00–12:00 via Microsoft Teams. Attendance is compulsory and the Certificate of Attendance at the Compulsory Briefing Meeting (C.5) must be submitted with the bid.
Detergent Centre sourcing (special condition): the 22 listed cleaning and hygiene products — including dishwashing liquid, pine gel, surface disinfectant, bleach, floor polish, hand soap and sanitiser — must be bought only from the KZN Detergent Centres at KwaMashu, Gamalakhe, Esikhawini and Madadeni, or any further centre established during the contract.
Compliance documents: CSD registration number and a SARS Tax Compliance Status PIN (each consortium/JV member and each sub-contractor separately), Certificate of Authority to Sign a Bid (C.4), Declaration of Interest (C.11), the completed compliance schedule C.3, the Part 9 pricing schedule, and client reference letters with contact details for similar current or previous contracts.
Evaluation: three stages — administrative compliance, then functionality/technical evaluation, then price and specific goals. Preference points are claimed on form C.9 under the Preferential Procurement Regulations 2022; IDFC may call bidders to presentations, which can affect functionality points, and is not obliged to accept the lowest or any bid.
Labour and product standards: staff must be paid per BCCCI sectoral determination 6, issued with full uniform and PPE, and relieved for the duration of leave; all cleaning materials and consumables must be SABS approved, with hand and surface sanitiser compliant to SANS 490.
Contract and pricing terms: 36 months from appointment, bid valid for 120 days, prices inclusive of VAT, and a pricing schedule that omits either fees or reimbursable costs may be treated as non-responsive. Payment runs about 30 days after a valid VAT-compliant invoice; IDFC may require VAT registration if the award exceeds R2.3 million over 12 months.
