The department requires supply and delivery of 4 industrial measuring wheels (10 km range), 5 fibreglass measuring tapes (30 m), and 4 handheld metal detectors for construction use to the human settlements unit at 19 gallway lane, pietermaritzburg. Delivery must occur within 30 working days of purchase order. The single most consequential bidder consideration is the 80/20 preference-points system where 20 points are awarded entirely for specific goals (black ownership, women/youth ownership, and locality within msunduzi), meaning price competitiveness alone will not win if a bidder scores poorly on transformation criteria.
Closing: 14 October 2026 at 12:00 — sealed quotation in tender box at Msunduzi Central Stores, 2 Abattoir Road, Pietermaritzburg; late submissions rejected.
Compulsory briefing: none scheduled; checklist references a briefing certificate but no date, venue or attendance requirement is stated — bidders should verify with SCM whether this applies.
Evaluation: 80/20 system — price 80 points, specific goals 20 points. Specific goals: ≥51% black-owned (10 points), ≥51% women-owned (5 points), ≥51% youth-owned (5 points), business within Msunduzi jurisdiction (5 points) — total 20. Verification via CSD, CIPC or utility bill.
Mandatory registrations: CSD registration (Supplier Number and Unique Registration Reference), valid SARS Tax Compliance Status PIN or printed TCS certificate, CIPC registration certificate.
B-BBEE evidence: SANAS-accredited B-BBEE certificate or sworn affidavit (EME/QSE only) required to claim any preference points; without it, zero preference points awarded.
Returnable forms: SBD 1/MBD 1 (Invitation to Bid), Authority to Sign, Statement of Previous Experience, Schedule of Resources, Declaration of Municipal Fees, MBD 4 (Declaration of Interest), MBD 8 (Past SCM Practices), MBD 9 (Independent Bid Determination), Pricing Schedule, Annexure C (Preferential Procurement), plus tax and CSD evidence.
