2.1. ATNS is seeking a suitably qualified and experienced service provider to deliver a
turnkey solution for the provision of a corporate office facility to accommodate its
Head Office employees.
2.2. The turnkey solution shall include:
2.2.1. The provision of an A-Grade office building to lease for a period of seven (7) years
with an option to renew for an additional two (2) years; and
2.2.2. The provision of integrated professional services for space planning, interior design,
architectural and engineering services, retrofitting, project management, and the
provision of all necessary building systems and compliance certificates.
2.2.3. The proposed facility must be within a 50 km radius of the OR Tambo International
Airport.
3.1. ATNS Head Office is currently located at Eastgate Office Park in Bruma, occupying
the entire Block C of the park. The office building comprises three floors, totalling
4,497 m2 of Gross Lettable Area (GLA).
3.2. Due to insufficient office space to accommodate all head office staff simultaneously,
ATNS management implemented a Hybrid Working Model.
3.3. ATNS management has decided to bring all head office staff back to the office
permanently. Consequently, a need has arisen to consider moving into a bigger
office building.
3.4. The premises ATNS seeks through this RFP must be available for occupation in line
with project schedule.
3.5. The term of the contract shall commence from the date to be agreed by ATNS and
the successful bidder and shall endure for an initial period of seven (7) years, with
an option to renew for an additional two (2) years, unless terminated by either party,
and subject to the terms and conditions as agreed in the service level agreement.

4.1. General Requirements
4.1.1. The office space must accommodate ATNS Head Office staff comfortably, with fittings
and furnishings to provide a suitable working and visiting environment to employees
and visitors.
4.1.2. The building to be leased must have an A-Grade standard as a minimum (as per
SAPOA classification) and a minimum Gross Lettable Area (GLA) of 7,000 m2 and a
maximum GLA of 7,500 m2.
4.2. Location and Accessibility
4.2.1. Premises must be located within a 50 km radius of the OR Tambo International
Airport.
4.2.2. The location must have direct access to major roads and highways.
4.2.3. The surrounding of the office building must be universally accessible.
4.3. Disability Accessibility
4.3.1. The building must provide wheelchair accessible entrances, lifts, toilets and
emergency egress routes.
4.3.2. All floor levels to be occupied by ATNS must be accessible via wheelchair-accessible
pathways or lifts.
4.4. Building Capacity and Layout
4.4.1. The office building to be classified as at least A-Grade according to The South African
Property Owners Association (SAPOA) standards.
4.4.2. Usable office space must be at least 7,000 m2 - 7,500 m2, allowing for departmental
requirements including:
a) A reception area.
b) Open-plan areas allowing for flexible workstation configurations and
collaborative workspace arrangements.
c) Offices for executive management and their personal assistants.
d) Boardrooms to accommodate small, medium and large meetings.

i) An auditorium to accommodate a minimum of 200 staff members.
j) Wellness or first aid rooms.
k) Server room with appropriate cooling, power and security arrangements.
4.4.3. Office space must comply with all regulatory frameworks that govern office buildings.
4.5. Parking Facilities
3.5.1. Minimum of 350 parking bays in a combination of:
One hundred (100) basement parking bays.
Two hundred and fifty (250) on-grade covered parking bays.
On-grade open parking bays.
3.5.2. Provision for visitor parking.
3.5.3. All parking must be clearly marked, well-lit, and accessible.
3.5.4. Accessible (disabled) parking bays.
4.6. Backup Utilities and Sustainability
4.6.1. The premises must have:
a) Uninterrupted power supply (UPS) and generator backup solutions to power
full office operations at any given power outage.
b) Water backup/storage solutions connected to the building water supply pipes.
c) Energy efficiency systems, e.g., LED lighting, HVAC efficiency.
d) Modern heating, ventilation and air conditioning systems with individual zone
controls or floor-by-floor temperature control.
e) Provision for future installation of renewable energy solutions (e.g., solar
panels).
4.6.2. Generator Specifications:
a) On-site diesel generator (650kVA) providing 100% backup.

g) Minimum 48-hour fuel autonomy.
h) Efficiency at 0.8 p.f. (approximately 95%).
3.6.3. Back-up Potable Water Supply:
a) On-site potable water storage tanks (2 x 10,000 L);
b) Minimum 48-hour water backup.
c) Booster pump system.
d) Compliance with potable water standards (SANS 10131:2004 above-ground
storage tanks).
4.7. Security and Compliance
4.7.1. Modern 24/7 physical and digital access control system such as biometric or smart
card control systems.
4.7.2. 24/7 security and surveillance systems (CCTV, perimeter fencing).
4.7.3. The building must be adequately secured with the following minimum-security
measures:
a) Functional security electric fence on the boundary walls/fencing.
b) Parking areas must have adequate lighting for clear visibility.
c) Secured and controlled vehicle and pedestrian entrances.
d) Functional day and night CCTV cameras with motion detection.
e) Access control system at the main access points.
4.8. Technology and Connectivity
4.8.1. The building should support the raised floor for the server room.
4.8.2. Provisions should be made for temperature and humidity monitoring.
4.8.3. There should be multiple floor risers to accommodate IT cabling between floors.
4.8.4. The building should accommodate external cabling for Internet Service Providers.

4.8.5. The building should accommodate a secure room with independent cooling per floor
for IT network equipment.
4.9. Tenant Alterations
4.9.1. The successful bidder will be required to provide professional services for:
a) Space planning, interior design, architecture, retrofitting, engineering services
etc.
b) Building plans approval from the Local municipality.
c) General project management.
4.9.2. ATNS must have exclusive rights to repurpose the premises for any related or future
activities.
4.9.3. The lease agreement must explicitly allow for fit-out modifications flexibility.
4.10. Environmental and Social Considerations
4.10.1. Energy Efficiency:
a) Building design to optimise passive solar energy and shading.
b) Building to be powered by a renewable energy source (grid-tied or off-grid);
c) Adequate insulation.
d) Compliant air conditioners with energy efficiency ratings.
e) Building energy performance rating not lower than Grade C.
f) Smart metering specific to tenant space.
g) LED lighting fixtures.

of its own judgment and information. ATNS reserves the right to vary the scope and
terms as described in this document. If any variation does take place tenderer will be
advised as soon as possible in writing.
15.2. The successful tenderer will be engaged subject to acceptance of a contract
containing the standard Terms and Conditions as given. The contract contains
standard clauses including a retention clause for non-satisfactory completion, breach
of contract and confidentiality clauses and a requirement for the tenderer to have
adequate professional indemnity insurance. All Tenderers must bear in mind that if
circumstances dictate, ATNS reserves its right to withdraw from any commitments
that will be entered into within this statement of work.
15.3. All designs and documentation submitted by the tenderer will be treated as
confidential.
15.4. ATNS reserves the right to reject, withdraw or cancel any or all Proposals/Tenders,
to undertake discussions with one or more Tenderers and to accept that tender or
modified tender which in its sole judgment, will be most advantageous to the
Company, price and other evaluation factors having been considered.
16.1. This procurement process can be postponed or cancelled at any stage at the sole
discretion of ATNS provided that such cancellation or postponement takes place prior
to entering a contract with a specific service provider to which the bid relates.

18.1. ATNS have the right to enter negotiation with one or more Bidders regarding any
terms and conditions, including price(s), of a proposed contract.
18.2. Under no circumstances will negotiation with any Bidders, including preferred
Bidders, constitute an award or promise/ undertaking to award the contract.
18.3. ATNS shall not be obliged to accept the lowest or any bid, offer or proposal.
18.4. A contract will only be deemed to be concluded when reduced to writing in a formal
contract and Service Level Agreement (if applicable) signed by the designated
responsible person of both parties.
18.5. ATNS also reserves the right to enter one contract with a Bidder for all required
functions or into more than one contract with different Bidders for different functions.
19.1. ATNS shall reject a proposal for the award of a contract if the recommended Bidder
has committed a proven corrupt or fraudulent act in competing for the particular
contract.
19.2. ATNS may disregard the bid of any bidder if that bidder, or any of its directors:
19.2.1. Have abused the SCM system of the ATNS.
19.2.2. Have committed proven fraud or any other improper conduct in relation to such
system.
19.2.3. Have failed to perform on any previous contract and the proof exists.
19.2.4. Such actions shall be communicated to the National Treasury.

21.1. During evaluation of the bids, additional information may be requested in writing from
Bidders. Replies to such request must be submitted, within 7 working days or as
otherwise indicated. Failure to comply, may lead to your bid being disregarded.
21.2. No additional information will be accepted from any individual Bidder without such
information having been requested.
22.1. The bid and all information in connection therewith shall be held in strict confidence
by Bidders and usage of such information shall be limited to the preparation of the
bid. Bidders shall undertake to limit the number of copies of this document.

23.1. Copyright of all documentation relating to this contract belongs to the client. The
successful Bidder may not disclose any information, documentation, or products to
other clients without the written approval of the accounting authority or the delegate.
23.2. This paragraph shall survive termination of this contract.
24.1. As soon as it becomes known to the contractor that he/she will not be able to deliver
the services within the delivery period and/or against the quoted price and/or as
specified, ATNS must be given immediate written notice to this effect. ATNS reserves
the right to implement remedies as provided for in the GCC.
25.1. The bidder warrants that it can conclude this Agreement to the satisfaction of ATNS.
26.1. The waiver (whether express or implied) by any Party of any breach of the terms or
conditions of this contract by the other Party shall not prejudice any remedy of the
waiving party in respect of any continuing or other breach of the terms and conditions
hereof.
26.2. No favour, delay, relaxation or indulgence on the part of any Party in exercising any
power or right conferred on such Party in terms of this contract shall operate as a
waiver of such power or right nor shall any single or partial exercise of any such power
or right under this agreement.
27.1. On termination of this agreement, the bidder shall, on demand hand over all
documentation provided as part of the project and all deliverables, etc., without the
right of retention, to ATNS.
27.2. No agreement to amend or vary a contract or order or the conditions, stipulations or
provisions thereof shall be valid and of any force and effect unless such agreement
to amend or vary is entered into in writing and signed by the contracting parties. Any
waiver of the requirement that the agreement to amend or vary shall be in writing,
shall also be in writing.
28.1. It is a requirement that all suppliers/ services providers to ATNS shall be registered
on the National Treasury Central Supplier Database (CSD).
28.2. Bidders are therefore required to register as a supplier on the CSD before submitting

Navigation Services Company Limited (ATNS) and no representation or warranty, express or
implied, is made as to the accuracy, completeness, or thoroughness of the content of this
Request for Proposal (RFP).
7.1. The bid must be submitted in two (2) parcels either via through online e-

14.1. The Bidder shall bear all costs incurred in connection with the preparation and
submission of their Bid Response and for finalisation of the contract and the
attachments thereof. ATNS will in no case be responsible for payment to the Bidder
for these costs.
14.2. The Company reserves the right to reject any or all Bids, to undertake discussions
with one or more Bidders, and to accept that Bid or modified Bid which in its sole
judgment, will be most advantageous to the Company, price and other evaluation
factors having been considered.
15.1. Whilst ATNS have taken every reasonable step to ensure the accuracy of this brief,
the Company accepts no liability in relation to the accuracy of any representations
made. Bidders should accept that their tender response is on the basis and reliance
of its own judgment and information. ATNS reserves the right to vary the scope and
terms as described in this document. If any variation does take place tenderer will be
advised as soon as possible in writing.
15.2. The successful tenderer will be engaged subject to acceptance of a contract
containing the standard Terms and Conditions as given. The contract contains
standard clauses including a retention clause for non-satisfactory completion, breach
of contract and confidentiality clauses and a requirement for the tenderer to have
adequate professional indemnity insurance. All Tenderers must bear in mind that if
circumstances dictate, ATNS reserves its right to withdraw from any commitments
that will be entered into within this statement of work.
15.3. All designs and documentation submitted by the tenderer will be treated as
confidential.
15.4. ATNS reserves the right to reject, withdraw or cancel any or all Proposals/Tenders,
to undertake discussions with one or more Tenderers and to accept that tender or
modified tender which in its sole judgment, will be most advantageous to the
23.1. Copyright of all documentation relating to this contract belongs to the client. The
successful Bidder may not disclose any information, documentation, or products to
other clients without the written approval of the accounting authority or the delegate.
23.2. This paragraph shall survive termination of this contract.
26.1. The waiver (whether express or implied) by any Party of any breach of the terms or
conditions of this contract by the other Party shall not prejudice any remedy of the
waiving party in respect of any continuing or other breach of the terms and conditions
hereof.
26.2. No favour, delay, relaxation or indulgence on the part of any Party in exercising any
power or right conferred on such Party in terms of this contract shall operate as a
waiver of such power or right nor shall any single or partial exercise of any such power
or right under this agreement.
27.1. On termination of this agreement, the bidder shall, on demand hand over all
documentation provided as part of the project and all deliverables, etc., without the
right of retention, to ATNS.
27.2. No agreement to amend or vary a contract or order or the conditions, stipulations or
provisions thereof shall be valid and of any force and effect unless such agreement
to amend or vary is entered into in writing and signed by the contracting parties. Any
waiver of the requirement that the agreement to amend or vary shall be in writing,
shall also be in writing.
