Bid structure: two parcels.

Parcel A – Administrative (Phase 1 & 2 evaluation): Volume 1A (general instructions and administrative requirements, excluding SBD 3.3 and SBD 6.1).

Parcel B – Price & Specific Goals (Phase 3 evaluation): SBD 3.3 (Pricing Schedule), SBD 6.1 (Preference Points Claim Form), CSD Report, CIPC documents, shareholder certificates, ID copies of shareholders, valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs).

All returnable forms must be completed, signed and submitted with the bid. Missing or unsigned forms render the bid non-responsive.

Proposals must remain valid for 60 days from the closing date.

Supplementary administrative information may be requested; if so, it must be provided within 7 working days and must not be substantive in nature.

Three-stage evaluation:

Stage 1 – Administrative Requirements: valid SARS Tax Compliance Status PIN (valid for 60 days from submission), CSD registration or proof of application.

Stage 2 – Mandatory Requirements (failure = automatic disqualification):

• Minimum two contactable reference letters for hoist maintenance, crane service or electrical hoist replacements completed within the past 7 years. Letters must be on client letterhead, signed and dated by an authorised representative, include contact details, and describe services rendered. Appointment letters or contracts are not accepted.
• CIDB grading 2ME or 2SI (Lifts, escalators and travellators – installation, commissioning and maintenance) or proof of application for such grading.
• Valid COIDA Letter of Good Standing or Registered Mutual Association insurance.
• At least one ECSA-registered Lifting Machinery Inspector with LMI approval under the OHS Act (Driven Machinery Regulations); provide ECSA registration certificate, proof of LMI approval, registration number and validity date.

Stage 3 – Price and Specific Goals (80/20 system, up to R50 million):

• Price: 80 points, calculated using the standard PPPFA formula.
• Specific Goals: 20 points total – 10 points for 51% black-owned suppliers, 10 points for 30% black-woman-owned suppliers. Evidence required: CSD report, CIPC documents, shareholder certificates, ID copies of shareholders, valid B-BBEE certificate or sworn affidavit (EMEs/QSEs).

Bidders must claim points in SBD 6.1 and submit supporting evidence.

Scope: rate-based hoist maintenance services for five (5) years at two ATNS sites – FAPE Radar Tower (Chief Dawid Stuurman International Airport) and FAEL Radar Tower (King Phalo Airport).

Equipment covered: Yale Monorail Chain Hoist 2.5 ton (crawl beam c/w chain hoist) and Yale Monorail Chain Hoist 500 kg (crawl beam rope winch) at each site.

Preventative maintenance: scheduled maintenance per OEM guidelines and safety standards; routine lubrication, tension adjustments, operational testing, mechanical/electrical component checks; proactive replacement of worn parts; cleaning, calibration and servicing of control units and safety mechanisms; provide a preventative maintenance plan/schedule for approval.

Corrective maintenance: respond to faults/breakdowns within agreed service-level timeframes; diagnose and repair electrical, mechanical or hydraulic faults; provide detailed incident reports.

Compliance and safety: ensure hoists comply with OHS legislation and SANS standards; conduct annual load testing and certification of lifting equipment; issue valid certificates of compliance after inspection or repair; advise on upgrades or replacements for long-term compliance.

Record-keeping and reporting: maintain detailed service log per hoist; submit monthly reports (completed work, faults, response times, parts used); provide annual performance and compliance report.

Ad hoc services (as and when required): emergency repairs outside scheduled maintenance; installation and commissioning of new hoist equipment; supply and delivery of lifting basket; decommissioning or relocation of hoisting equipment; inspections or technical assessments as required by ATNS.

Service delivery: if a purchase order is issued, service must be delivered within 7–14 working days.

Contract type: “as and when required” – no guaranteed minimum volume of work.

Mandatory experience requirement:

• Minimum two (2) contactable reference letters for hoist maintenance, crane service or electrical hoist replacements.
• Work must have been completed within the past 7 years.
• Letters must be on official client letterhead, signed and dated by an authorised representative, include contact details (email and/or phone), and clearly indicate services rendered.
• Letters of appointment, project award notifications or contracts are not accepted as substitutes.
• Only compliant reference letters will be counted.

Key personnel requirement:

• At least one (1) ECSA-registered Lifting Machinery Inspector with LMI approval under the OHS Act (Driven Machinery Regulations); provide ECSA registration certificate, proof of LMI approval, registration number and validity date.

Quality requirements are embedded in the scope of work:

• Maintenance must follow OEM guidelines and applicable safety standards.
• Preventative maintenance plan/schedule must be submitted for approval and implementation.
• Annual load testing and certification of lifting equipment required.
• Valid certificates of compliance must be issued after each inspection or repair.
• Detailed service log maintained for each hoist.
• Monthly reports summarising completed work, faults, response times and parts used.

• FAEL Radar Tower: Yale Monorail Chain Hoist 2.5 ton – same rate structure.

Table B – Ad Hoc Maintenance (rate-based per year for 5 years):

• LMI Technician hourly rate: normal hours, after-hours weekdays, Sundays/public holidays.
• Replacement rates: 2.5-ton monorail hoist crawl beam c/w chain hoist; 500kg monorail hoist crawl beam rope winch; load beam c/w chain hoist 500 kg; lifting basket (WLL ±350 kg, metal).
• Travel rate per AA rates.

All rates in ZAR, all applicable taxes included. VAT shown separately at 15%.

Labour rates inclusive of wages, statutory contributions, PPE, supervision, overheads and profit.

No guaranteed minimum work volumes; “as and when required” contract.

Payment on actual work executed using submitted rates.

ATNS may set a contract ceiling value at its discretion.

Prices must be firm and fixed for contract duration; unconditional discounts only considered at final evaluation.

Deviation from the prescribed pricing schedule results in non-responsive bid.

Pricing format: SBD 3.3 (Pricing Schedule – Professional Services) must be fully completed (100% of line items priced); incomplete pricing renders the bid non-responsive.

Two pricing tables:

Table A – Preventative Maintenance: rates for 6-monthly inspection, annual inspection, annual load test for each hoist type at each site, for each of the five years, plus a once-off safety file cost.

Table B – Ad Hoc Maintenance: hourly rates for LMI Technician (normal hours, after-hours weekdays, Sundays/public holidays) for each year; replacement rates for 2.5-ton monorail hoist, 500kg monorail hoist rope winch, load beam c/w 500kg chain hoist, lifting basket (WLL ±350 kg, metal); travel rate per AA rates for each year.

All rates in ZAR, inclusive of all applicable taxes (VAT 15% shown separately).

Labour rates must include wages, statutory contributions, PPE, supervision, overheads and profit.

No disbursements other than those priced will be accepted.
