Targeted Labour and Targeted Enterprise requirements:
Methodology
Source: 11.3 PARTICULAR SPEC_PRINT IN BLUE.pdfFor Targeted Enterprise subcontract tenders, the Contractor evaluates tenders and may negotiate with the highest-scoring compliant tenderer. If rates are not market-related, the Contractor may negotiate down to 25% above his own rates, or accept the tenderer's rates and pay the difference from a lump sum tendered for that purpose. The Contractor may not pay more than 15% above market-related rates. Exceptionally low tenders (more than 10% below the Contractor's rates or market-related) must be reported; if deemed infeasible, the package is retendered. The Contractor's TE Procurement Coordinator assists successful Targeted Enterprises in entering subcontract agreements.
Experience & Qualifications
Source: 11.3 PARTICULAR SPEC_PRINT IN BLUE.pdfThe TE Construction Manager must have a National Diploma: Management of Civil Engineering Construction Processes (NQF Level 5) or equivalent, and at least 5 years' experience as a Site Agent managing construction processes in roads maintenance, new roads construction, roads rehabilitation, or roads structures. He must have knowledge and experience in training and mentoring in the road construction environment.
Quality Management
Source: 11.3 PARTICULAR SPEC_PRINT IN BLUE.pdfInterim penalty valuations should be calculated to interim Payment Certificate values (excluding VAT) to establish anticipated outcomes and plan corrective actions, but must not be applied to the interim certificate value.
Pricing Schedule
Source: 11.3 PARTICULAR SPEC_PRINT IN BLUE.pdfDayworks rates are entered in Section DWK 6 of the Schedule of Quantities. Rates for plant include all operating costs, operator, and supervision. Rates for workmen include all employment costs, hand tools, and transport. No additions or mark-ups are made to daywork rates. Plant is measured in vibroclock hours. A Provisional Sum is allowed for daywork materials, with a tendered percentage for handling and profit. No contract price adjustment applies to materials. The Contractor must submit proof of ownership for materials used in dayworks.

Evaluation Criteria
Source: 11.0 SCOPE OF WORKS (BLUE).pdf (unknown)Preferential procurement procedures apply as specified in the PCY Particular Specification, including targeted procurement resource standards.
Contract Participation Goals (CPG) apply: the successful tenderer must subcontract portions of the works identified by the Employer's Agent in consultation with the Contractor after site handover, considering subcontractor availability, capability, and the need to maximise local economic development and employment.
All mechanical and electrical work, including telemetry, must be subcontracted to a specialist nominated subcontractor appointed in consultation with the Employer; provision is made for a mark-up on the M&E contractor.
Details of preferred subcontractors and suppliers will be made available by the Employer at a later stage.
Where plant and equipment form part of the functionality evaluation, the Tenderer must complete Returnable Schedule O and provide documentary proof of ownership, lease agreements, or letters of intent from plant hire companies.
The Employer reserves the right to verify the availability of proposed plant and equipment during evaluation and throughout the contract period.
Minimum qualifying score: not stated in this document.
