Submit quotations electronically to [email protected] with the RFQ number and description as the subject reference. Email and file sizes must not exceed 25MB per email. Cloud solutions (WeTransfer, Google Drive, Dropbox) are not accepted. File names must be short and simple. All documentation must be in English. Late submissions will not be accepted. Returnable forms: Annexure C (SBD 1), Annexure D (SBD 4), Annexure E (Preference Points Award Form), Annexure F (Mutual Non-Disclosure Agreement), Annexure B (Pricing Schedule), and a Brochure/Technical data sheet. All must be completed and signed by an authorized representative. Failure to submit mandatory returnables (Annexure B and Brochure/Technical data sheet) will result in disqualification.

Evaluation occurs in two phases. Phase 1 – Elimination: bidders are eliminated if they submit late, submit to the incorrect location or email, are listed on the NT database of restricted suppliers or Register of Tender Defaulters, fail to submit mandatory returnables, or fail to meet specification requirements. Phase 2 – Price and Preference Points: evaluated under the 80/20 preference point system, with the lowest acceptable tender used to determine the applicable preference points. The CSIR may award to a bidder that did not score the highest total points under Section 2(1)(f) of the PPPFA if the bidder's directors, shareholders, or officers are not formally charged of fraudulent or illegal conduct.

Supply a Breathing Simulator (BS) machine that simulates human respiration under definable and reproducible conditions in a controlled laboratory environment. It must replicate human breathing patterns by controlling carbon dioxide input, ventilation rates, monitoring inhalation and exhalation pressures, oxygen production, carbon dioxide absorption, and inhalation and exhalation temperatures. Must be capable of testing a wide range of respiratory protective devices (RPD) for prototype development and routine evaluation in accordance with SANS 1737 clause 4.17 and equivalent regional standards. Must comply with ISO 16900-5. Performance requirements: ambient temperature 21°C ± 2°C, relative humidity 20-80%. Breathing module specifications: lung type bellows, diaphragm, or piston; breathing volume 0.7-4 L; breathing shapes sine and custom; volume auxiliary lung 40-300 ml; breathing frequency 10-45 l/min; max inhalation pressure 30 mbar; max exhalation pressure 50 mbar; leak tightness <1.2 mbar/min @ 15 mbar; safety shutdown at pressures >50 mbar. Must switch from one ventilation setting to another in less than 60 seconds during a test. Must include temperature and pressure monitoring inside the bellows/diaphragms/piston, additional channels for thermocouples within the circuit and software, self-diagnostic function, and selectable/pre-set (as per ISO 16900-5) and manual fine ventilation settings from 0 to 135 l/min with increments of 0.01 l/min. Equipment and ancillaries shall run on single phase 230VAC 50Hz and/or three phase 380VAC 50Hz. Must include a Dell PC (desktop) with minimum specifications: Dell OptiPlex 7020 Small Form Factor, Intel Core i7, 32 GB RAM, 1 TB hard-drive, 6 USB ports, Windows 10 Pro 64-bit license, 5 years all care warranty. Compatibility between the breathing simulator operating software and Sophos Antivirus software must be stated. The breathing simulator with all accessories shall have on-site comprehensive warranty for 2 years from commissioning, with optional extensions of 3 and 5 years quoted separately. Supplier shall quote for a maintenance kit comprising replacement parts for the first five years. Supplier shall attend any breakdown within 2 days of reporting. Manufacturing and assembly must be completed within 30 weeks after issuance of the purchase order. Delivery at CSIR Cottesloe, Johannesburg. Installation and commissioning at CSIR Self-contained Self-rescuer laboratory, 2 Frost ave, Braamfontein Werf, Johannesburg. Provide on-site training to 4 people. Include equipment performance acceptance procedure in the proposal. Delivery on FCA basis (Incoterms 2020).

The supplier shall install and commission the equipment at the CSIR Self-contained Self-rescuer laboratory, 2 Frost ave, Braamfontein Werf, Johannesburg, South Africa. The supplier shall provide on-site training to 4 people on experimental set up and use of equipment. The bidder shall include equipment performance acceptance procedure in the proposal. The manufacturing and assembly of the BS must be completed within 30 weeks after issuance of the purchase order. Delivery on FCA basis (Incoterms 2020).

The tender shall preferably be awarded to the Original Equipment Manufacturer (OEM) or their local Authorised Agent. In case of local Authorised Agent, the bidder shall provide official letter of authorisation from the OEM. The supplier must have an established local (South Africa) technical support team and provide evidence of technical capabilities specific to lung breathing simulator machines and associated accessories including testing software. If not, indicate basis for after sales support and typical cost.

The equipment shall conform to ISO 16900-5 and SANS 1737 clause 4.17. The system shall have self-diagnostic function, automated calibration of gas analysers, and automated warm up procedure. Measurement accuracy shall be in accordance with ISO 16900-5. Instrumentation used for validating the simulator function shall be traceable to national or international standards. Calibration certificates of various equipment used in validation must be provided at installation & commissioning. Original calibration certificates of all measuring instruments part of the system must be provided.

Pricing must be provided in South African Rand including all applicable taxes less all unconditional discounts. Prices subject to escalation and exchange rate fluctuations must be clearly indicated. Price should include additional cost elements such as freight, insurance until acceptance, duty where applicable. Payment according to CSIR Payment Terms and Conditions. Detailed pricing using Pricing Schedule outlined under Annexure B. Pricing should be on FCA basis (Free Carrier) (Incoterms 2020). The pricing schedule includes items: Breathing, conditioning module and software and hardware; Documentation; After sales for 5 years (optional); Testing computer (optional); Installation, commissioning and training; Spares of critical components (optional); Delivery costs.

Provide detailed pricing using the Pricing Schedule (Annexure B). Pricing should be on FCA basis (Free Carrier) (Incoterms 2020). The pricing schedule includes items: Breathing, conditioning module and software and hardware; Documentation; After sales for 5 years (optional); Testing computer (optional); Installation, commissioning and training; Spares of critical components (optional); Delivery costs. Prices and rates quoted must cover all obligations under any resulting contract. Mistakes regarding prices and calculations are at the bidder's own risk.

Bidders must be registered on the Central Supplier Database (CSD) and tax compliant. Tax compliance status will be verified through the CSD. If a recommended bidder is not tax compliant, they will be notified and must provide written proof from SARS of tax compliance or proof of arrangement to meet outstanding tax obligations within 7 working days. Failure results in rejection. Bidders must not be listed on the NT database of restricted suppliers or Register of Tender Defaulters. B-BBEE: Preference points for specific goals including Black Ownership (20 points). Bidders with 100% black ownership receive 100% of preference points, 51-99% receive 50%, less than 51% receive 0%. Valid B-BBEE certificate or sworn affidavit required to claim points. Joint ventures/consortia must submit consolidated B-BBEE scorecard or valid certificate. Sub-contracting more than 25% to non-qualifying enterprises is restricted.

Documentation must include safety precautions and personal protective equipment needed to operate the simulator. The equipment must have safety shutdown at pressures >50 mbar.

Confidentiality: Bidders must complete and sign Annexure F: Non-Disclosure Agreement. Information in tender documents is confidential and must only be used for responding to this RFQ. No disclosure without CSIR's written approval. Indemnity: Bidder indemnifies CSIR for costs/damages from breach of bid conditions. Limitation of liability: CSIR not liable for costs/damages from bidder's participation. Misrepresentations may lead to service termination and claims. Invoices without CSIR purchase order numbers will be returned. Bidders shall not offer any gift, payment, loan, reward, inducement, benefit, or other advantage to any CSIR employee. Changes to submissions after closing date will not be considered. Bidders bear all costs of preparing and submitting their response.

Special conditions: The CSIR reserves the right to extend closing date, correct mistakes, verify information, request documentary proof, carry out site inspections/product evaluations, award to a bidder that did not score highest points per PPPFA, request audited financial statements, award as a whole or in part, award to multiple bidders, cancel/terminate the tender process at any stage, post-tender negotiate on any elements, and not award to a bidder associated with security breach or fraudulent conduct.
