TRANSNET requires the design, manufacture, supply, delivery, installation, testing, calibration and commissioning of a heavy duty electro-hydraulic 400 ton synchronized cnc press brake for its kwazulu-natal operations. The procurement is governed by transnet's supplier integrity pact, which bidders must certify they have read and agreed to via the rfx declaration form. The single most consequential consideration is that this is a complex, high-value capital equipment tender with extensive integrity and eligibility vetting — any history of corruption, collusion, undisclosed conflicts of interest, or restriction on national treasury's database will result in disqualification and potential exclusion from all public sector business for up to 10 years.
Closing: 27 October 2026 at 12:00 — submission method and address not stated in the provided extract; bidders must verify on the Transnet eTender portal or full tender pack.
Mandatory declaration: RFX Declaration Form certifying acquaintance with and agreement to the Integrity Pact content — this form is a prerequisite for bid validity.
Integrity disqualifiers: appearance on National Treasury's Register of Tender Defaulters or List of Restricted Suppliers; any previous transgression for corruption, fraud, theft, extortion or Competition Act contravention in the last 5 years; litigation against Transnet in bad faith; false statements on Local Content or B-BBEE status; failure to declare subcontracting arrangements.
Collusion prohibition: bids must be arrived at independently — no consultation with competitors on prices, market allocation, pricing methods, bid submission decisions, or specifications. Communication within joint ventures or consortia is permitted.
Conflict of interest: mandatory disclosure in the RFX declaration form or immediate written notification of any family, business or social relationship between bidder owners/members/directors/partners/shareholders and Transnet employees or directors.
Foreign disclosure: foreign bidders must name and address all South African agents or representatives involved in bidding; South African bidders must name and address any foreign principals involved.
Subcontracting restriction: no subcontracting to restricted companies; undisclosed subcontracting attracts a penalty of up to 10% of contract value.
UN Global Compact commitment: bidders must uphold all ten principles covering human rights, labour standards, environment and anti-corruption.
Zero Gifts Policy: no gifts, favours, benefits, entertainment, loans or anything of monetary value may be offered to or accepted from any Transnet official or employee at any time.
Sanctions for violation: immediate exclusion from bidding, contract cancellation, recovery of all sums paid, encashment of advance bank guarantee/performance bond/warranty bond, future exclusion from Transnet and other organs of state, and cancellation of all existing contracts.
