The system must integrate with cipc, the department of home affairs, credit bureaus and sanctions lists, comply with popia, paia, PFMA, fica and king iv, and be priced pay-as-you-use on a fixed unit-price schedule. Bidders must clear a 35-of-50 functionality score and a 21-of-30 demo presentation before price is considered at all. Submission is by email only, closing at 12:00 on 30 october 2026, and late bids are rejected.
Closing and submission: 30 October 2026 at 12:00, by email only to [email protected] for the attention of Sijabulile Ntshangase; late bids are not accepted.
Stage 2 functionality (50 points, minimum 35 to proceed): 20 points for years of KYC/AML experience (under 3 years = 5, 3 to 5 = 10, 6 to 10 = 15, over 10 = 20, and zero if the year of establishment is absent from the company profile) and 30 points for reference letters (3 relevant = 30, 2 = 20, 1 = 10), with at least five KYC verification references required; letters must be on client letterhead, signed, dated and not older than 5 years.
Stage 3 demo (30 points, minimum 21 or 70% to reach pricing): bidders must set up a mock environment and demonstrate identity and registration verification, sanctions/PEP/adverse media screening, AML/KYC due diligence, credit and legal checks, and reporting and traceability, plus ease of navigation.
Stage 4 price and goals (80/20): 80 points for price and 20 for specific goals — black ownership 10, black women ownership 4, black youth ownership 3, disability 3 — supported by a B-BBEE certificate or sworn affidavit, CSD report, owners' ID documents and a doctor's certificate or disability database confirmation.
Mandatory returnables: signed and completed RFQ document with bidder details, SBD 1, SBD 4 and SBD 6.1, CSD registration number and compliant tax status (SARS PIN where the status is non-compliant); any mandatory document missing or unsigned makes the bid non-responsive, and bidders in the service of the state are excluded.
Joint ventures: each member company must submit its own signed SBD 1, SBD 4 and SBD 6.1, its own tax PIN and its own CSD registration, plus a consolidated joint B-BBEE certificate and a JV agreement naming which entity's bank account will be used.
Pricing: fixed price inclusive of VAT and all disbursement and accommodation costs, quoted on Annexure A's 15-item unit-price schedule (director report, company report, six Deeds Office searches, trust search, spider search, PEP search, TransUnion, Experian, TPN and Compuscan consumer profiles, and other searches with details supplied), pay-as-you-use with no fixed amount; the offer must remain valid for 90 calendar days from the closing date.
