Supply and delivery of 25 stationery line items — tapes, staplers and staples, notebooks, pens, markers, files, clipboards, flip chart pads and a4 printing paper — to the nyda kimberley office at cnr du toitspan & phakamile mabija roads, perm building, 2nd floor, kimberley, 8301. Bidders must quote itemised unit and total prices excluding VAT on the prescribed pricing schedule, which forms part of the mandatory returnable documents. Quotations close on 30 october 2026 at 10:00 and must be emailed to [email protected] Or placed in the bid box at 7 naivasha road, sunninghill. The decisive consideration is that award is made on the 80/20 preference point system — 80 points for price and 20 for specific goals — so bidders must submit sbd 6.1 With a b-bbee certificate or sworn affidavit to earn any goal points.
Closing and submission: 30 October 2026 at 10:00, by email to [email protected] or in the bid box at NYDA, 7 Naivasha Road, Sunninghill; late bids are not accepted.
Mandatory returnables: proof of good standing with SARS (verified via CSD or a SARS eFiling PIN), SBD 1, SBD 4 and the completed and signed pricing schedule — omitting or leaving any of these unsigned makes the bid non-responsive.
Evaluation split: 80/20 — 80 points for price and 20 for specific goals, being 10 for youth-owned institutions, 5 for women-owned institutions and 5 for ownership by persons with disabilities; points must be claimed on SBD 6.1 and supported by a B-BBEE certificate or sworn affidavit, failing which the goal points are forfeited.
Pricing format: unit price and total price excluding VAT for each of the 25 line items, plus the total excluding VAT, the VAT amount and the total including VAT, on the template provided; official forms may not be re-typed.
Conflict of interest and exclusion: SBD 4 must disclose any state employment or relationship with the procuring institution, and a declared or identified conflict makes the bid non-responsive; bidders in the service of the state, or whose directors or close corporation members are, will not be considered, and listed tender defaulters or restricted suppliers are automatically disqualified.
No delivery without a purchase order: goods delivered or services rendered without a purchase order will not be paid for.
No canvassing: any attempt to solicit or canvass information about the bid from NYDA employees or agents between submission and award disqualifies the bidder, and an appointed supplier that outsources work may not appoint a person or company owned by a state employee.

Section
Source: RFQ 098-6419-STATIONERY KIMBERLEY.pdfEvaluation runs in two stages. Stage 1 checks administrative compliance and eliminates bids with obvious deviations from the quotation requirements. Stage 2 scores price and specific goals, and is applied only to bidders that pass Stage 1.
The 80/20 preference point system applies: 80 points for price and 20 points for specific goals. The specific goal points are 10 for youth-owned institutions, 5 for women-owned institutions and 5 for ownership by persons with disabilities.
Points are claimed on SBD 6.1 and must be supported by a B-BBEE certificate or sworn affidavit; without that proof the specific goal points are not awarded. The bidder with the highest total points is awarded the business, subject to NYDA's discretion to award in full or in part.
