Bidders must deposit their quotation in the bid box at the Ground Floor Foyer, 270 Jabu Ndlovu Street, Pietermaritzburg, by 15:00 on 11 September 2026. Bidders must sign the official submission register at reception upon delivery. Late submissions will not be accepted. Quotations must be submitted on the official forms provided (not retyped), in a sealed envelope marked with the bid number, closing date, and bidder's name and address. No faxed, emailed, or telegraphic submissions will be accepted.

• SBD 1 (Invitation to Bid): bidder and contact details.
• SBD 3.1 (Pricing Schedule – Firm Prices): firm prices only.
• SBD 3.3 (Pricing Schedule – Professional Services): ceiling price and rates.

• SBD 6.1 (Preference Points Claim Form): claims B-BBEE points under the 80/20 system.

Disqualification risks:

• Any compulsory document omitted or unsigned.
• Failure to attend the compulsory briefing session.
• Bid received after the closing time or at the wrong address.
• Bid not in a sealed envelope or containing documents for another bid.

Compulsory documents: Professional body accreditation or registration for a Company (FP&M SETA or QTCO), Professional body accreditation or registration for key expert 2: Facilitator/Trainer (FP&M SETA or QTCO), Professional body accreditation or registration for key expert 3: Assessor (FP&M SETA or QTCO). Official briefing session/site inspection certificate (Section L).

Evaluation has four stages:

1. Administrative Compliance: all compulsory documents listed in Section B must be submitted. Failure renders the quotation invalid.
2. Functionality: bidders must score a minimum of 60% to proceed.
3. Preferential Point Evaluation: the 80/20 preference point system applies. Price scores a maximum of 80 points; specific goals score a maximum of 20 points. Specific goals are: HDI – Africans (5 points), Women (5 points), People with disabilities (5 points); RDP – Youth (5 points). Supporting documentation (ownership demographic form, CIPC certificate, SBD 6.1, medical/disability certificate, ID copy) must be submitted to claim points.
4. Price Negotiation: the department reserves the right to negotiate price with the recommended bidder.

The department requires a service provider to conduct sewing training for 20 people with disabilities at King Cetshwayo District, under Umhlathuze Local Municipality (Esikhawini), for a period of 3 months.

Pricing must be submitted on SBD 3.1 (Firm Prices) and SBD 3.3 (Professional Services). Only firm prices are accepted. The offer must be valid for 60 days. The pricing schedule for professional services requires a ceiling price, hourly/daily rates for key personnel, cost per phase, and travel expenses (actual costs recoverable with proof).

Pricing must be submitted on SBD 3.1 (Firm Prices) and SBD 3.3 (Professional Services). Only firm prices will be accepted. The offer must remain valid for 60 days from the closing date. All delivery costs must be included in the bid price. The pricing schedule requires a ceiling price based on total estimated time, hourly/daily rates for key personnel, and cost per phase. Travel expenses are recoverable at actual cost with proof.

CSD registration: bidders must be registered on the Central Supplier Database at the time of closing. A declaration that CSD information is correct and up to date (Section E) must be submitted.

Tax compliance: bidders must provide a SARS Tax Compliance Status (TCS) PIN or certificate, or a CSD number if no TCS PIN is available. Each party in a joint venture must submit separate proof.

State employment: no bid will be considered from persons in the service of the state, or companies with directors who are.

Professional accreditation: the company, the facilitator/trainer, and the assessor must each provide valid proof of accreditation or registration from the Fibre Processing and Manufacturing Sector Education and Training Authority (FP&M SETA) or the Quality Council for Trade and Occupations (QCTO).

Preference points: SBD 6.1 must be completed to claim points for specific goals. Supporting documents include the ownership demographic form, CIPC certificate, medical/disability certificate, and ID copy.

Preference points are awarded under the 80/20 system. Specific goals: HDI – Africans (5 points), Women (5 points), People with disabilities (5 points); RDP – Youth (5 points). Total 20 points. Supporting documents: completed ownership demographic form, CIPC certificate, completed SBD 6.1, doctor's medical/disability certificate (for disabilities), copy of ID document (for youth).

Contract period: 3 months from signing of the Service Level Agreement. Offers must remain valid for 60 days from the closing date. The contract is subject to the Preferential Procurement Policy Framework Act, the Preferential Procurement Regulations 2022, the General Conditions of Contract (GCC), and any Special Conditions of Contract. Penalties for late delivery are calculated at the prime interest rate per day of delay. The purchaser may terminate the contract for breach.
