• Submission deadline: 05 August 2026 at 12:00. Late bids will not be considered.
• All corrections must be made by striking through the incorrect information in black ink, writing the correction clearly, and initialling each change – no correction fluid, tape, or pasting over.
• The bid document must be securely bound, with all supporting documents stapled or bound in an annexure.
• The following compulsory returnable documents must be fully completed and submitted: CAMBD 1 (Invitation to Bid), CAMBD 4 (Declaration of Interest), CAMBD 6.1 (Preference Points Form), CAMBD 8 (Declaration of Past SCM Practices), CAMBD 9 (Certificate of Independent Bid Determination), and Form of Offer and Acceptance.
• Failure to submit a Tax Compliance Status PIN (or CSD number if no PIN) will invalidate the tender.

• Supply and deliver nine (9) new STIHL FS 460 brush cutters (or equivalent), ready for immediate use.
• Minimum specifications:

• Engine displacement: 45.6 cc, delivering 2.2 kW.
• Maximum engine speed: 11,900 rpm.
• Easy start system (elastostart starter grip and additional fuel pump).
• Four-point anti-vibration system.
• Practical controls handle with integral throttle trigger, starting throttle, run and stop positions.
• Centrifugal clutch drive from engine to head.
• Free maintenance gearhead with spiral toothed bevel gears.
• Weight: 8.5 kg without fuel, cutting tool, and deflector.
• Fuel tank capacity: 0.75 litres.
• Overall length: 168 cm without attached cutting disc.
• Must be supplied with a nylon trimming head suitable for 3.5 mm thick, 10 m long nylon.
• Each trimmer must include a collar nut, rider plate, and thrust washer.

• Delivery to Cape Agulhas Municipality's Management Services Building, 1 Dirkie Uys Street, Bredasdorp.
• Quoted price must include transportation and delivery to site.
• All goods must be new, in good working condition, and delivered within 14 calendar days after receiving a purchase order.
• A manufacturer's warranty and guarantee must be supplied.

• Bidders must demonstrate relevant experience: successfully completed projects of a similar scope (supply and delivery of goods to the public sector) in the last 5 years.
• Points are awarded based on the number of projects: 1 project = 2 points, 2 projects = 5 points, 3 projects = 10 points, 5 projects = 15 points, more than 5 projects = 20 points.
• A minimum of 10 points is required to proceed to price evaluation.
• Proof must be provided via letters of recommendation on client letterheads, signed by the project manager or SCM official.
• Detailed project lists must be completed in Schedule 1F.

• Complete the official pricing schedule provided in the tender document.
• Quote for nine (9) FS 460 brush cutters, indicating price per unit and total, inclusive of 15% VAT.
• Specify the delivery period (in days/weeks/months) after official order.
• The bidder must sign the pricing schedule.
• Incomplete pricing schedules will render the bid non-responsive.

• Submit bids on the official pricing schedule provided – do not retype.
• Prices must be in South African Rand and inclusive of 15% VAT.
• Indicate whether the bidder is a registered VAT vendor and provide VAT number if applicable.
• If not a VAT vendor, the amounts excluding and including VAT must be the same.
• Prices must include all costs: labour, transport, delivery, and any other expenses – no hidden costs.
• The total tender value is below R300,000. Only one service provider will be appointed.
• Provide full detailed specifications (e.g., brochures or catalogues) for items quoted.
• The bid amount in words will prevail if there is a discrepancy with the amount in figures.
• All bid prices are final and binding.

• Tax Compliance: Submit a valid Tax Compliance Status PIN issued by SARS, or a CSD number if no PIN is available. Foreign suppliers must complete a pre-award questionnaire.
• B-BBEE: Submit a valid B-BBEE status level verification certificate from a SANAS-accredited agency or IRBA-approved auditor, or a sworn affidavit for EMEs/QSEs confirming annual turnover and black ownership.
• Central Supplier Database (CSD): Registration is required. Provide CSD registration number.
• Municipal Accounts: Submit a latest municipal account as proof that all municipal rates, taxes, and service charges are up to date (not in arrears for more than 3 months). If leasing premises, attach a lease agreement.
• Company Documentation: Submit certificate of incorporation (CK2) or equivalent proof of legal entity.
• Authority to Sign: Complete and sign the Authority of Signatory form (Schedule 1A).
• Enterprise Questionnaire: Complete the Compulsory Enterprise Questionnaire (Schedule 1B) with company and SARS details.
• CIDB Registration: Not required.
• Persons in the service of the state are not eligible to bid.

• The successful bidder must sign a written contract form (MBD7).
• The General Conditions of Contract (GCC) issued by National Treasury apply, available from www.treasury.gov.za.
• Special conditions in the tender document take precedence over the GCC in case of ambiguity.
• The service provider must provide proof of satisfactory past performance: at least 3 similar projects (supply and delivery of goods to the public sector) completed in the last 5 years, with reference letters.
• A minimum score of 10 points on the experience criterion is required to be considered for price evaluation.
• The brush cutters must be supplied with a manufacturer's warranty and guarantee.

• The tender must be valid for 90 days after the closing date.
• Payment will be made within 30 days after receipt of a valid invoice.
• No bids will be accepted from persons in the service of the state.
• The municipality reserves the right not to accept any tender.
• Suspicious collusive bidding will be reported to the Competition Commission.
• The municipality may request clarification or additional information after the closing date.
• The municipality reserves the right to cancel the bidding process or reject any bid offer.
