Mandatory: 1. Registered company with valid professional accreditation. 2. Valid Tax Clearance Certificate and B-BBEE Certificate. 3. CSD Summary Report. 4. No conflicts of interest (SBD 4). 5. Minimum 70/100 points in Functionality evaluation. Evaluation Criteria: 1. Company profile (30% weight, experience years scored). 2. Methodology and project plan (30% weight). 3. Key personnel qualifications (30% weight, experience years scored). 4. Track record and references (10% weight, 3 references for full points).

Scope of work: Comprehensive B-BBEE consulting and implementation support for 24 months.

• Gap Analysis: Evaluate current B-BBEE status against sector codes.
• Strategy and planning: Develop a B-BBEE strategy and two-year rolling implementation plan with cost implications, targets, and projected outcomes.
• Implementation and monitoring: Support implementation and track progress against targets.
• Progress reporting: Provide monthly progress reports to management.
• Skills transfer: Develop a plan to train Panel staff for independent B-BBEE implementation.
• Verification readiness: Collate documentation, support readiness, and assist with points validation.
• Verification support: Assist during the B-BBEE verification process.
• Regulatory advisory services: Provide advice on B-BBEE law, code, and regulation changes.

Methodology must cover:

• Gap analysis of current B-BBEE status.
• Development of a B-BBEE strategy and two-year rolling implementation plan.
• Implementation support and progress tracking.
• Monthly progress reporting.
• Skills transfer plan for Panel staff.
• Verification readiness and support.
• Regulatory advisory services on B-BBEE developments.

Experience and qualifications requirements:

• Company profile must show years of experience in QSE verification and B-BBEE for Schedule 3A Public Entities.
• Key personnel must have relevant qualifications, skills, and experience in designing, developing, and delivering B-BBEE improvement projects for Schedule 3A entities.
• Provide three contactable professional references from the last two years within Schedule 3A entities.

Complete the pricing schedule provided, listing items and amounts. Include total amount excluding VAT, VAT amount, and total amount including VAT.

Pricing requirements:

• Prices must be quoted exclusive of VAT.
• Prices must be valid for 120 days from the closing date.
• A detailed cost breakdown must be submitted.
• The pricing schedule provided in the document must be completed.
• The 80/20 preferential procurement system applies for proposals valued at R2,000.00 or more.

Mandatory compliance documents:

• Company registration proof.
• Valid Tax Clearance Certificate.
• Valid B-BBEE Certificate.
• Central Supplier Database (CSD) Summary Report.
• Completed SBD 4 (Declaration of Interest) form.
• Completed SBD 6.1 (Preference Points claim) form with B-BBEE certificate or affidavit.
• Bidders listed on the Register for Tender Defaulters or List of Restricted Suppliers will be disqualified.
• Declaration required regarding state employment, relationships with procuring institution staff, and interests in other enterprises.

B-BBEE requirements:

• Valid B-BBEE Certificate must be submitted.
• Points awarded based on B-BBEE status level: Level 1 (20 points), Level 2 (18), Level 3 (14), Level 4 (12), Level 5 (8), Level 6 (6), Level 7 (4), Level 8 (2), Non-compliant (0).
• SBD 6.1 form must be completed to claim preference points.

Contract term: 24 months. Duration based on contract performance management.

General requirements:

• Preferential Procurement System 80/20 applies for proposals R2,000.00 or more.
• Prices quoted valid for 120 days from closing date.
• Prices quoted exclusive of VAT.
• Subject to Preferential Procurement Policy Framework Act, Regulations 2022, General Conditions of Contract, and any special conditions.
• Strict compliance with invitation requirements and evaluation criteria.
• No late proposals accepted.
• Bidders must complete declarations regarding state employment, relationships, and interests.

Additional evaluation criteria:

• The 80/20 preference point system applies.
• Maximum points: Price (80), Specific Goals (20).
• Points for price calculated using formula: Ps = 80(1 - (Pt - Pmin)/Pmin).
• Failure to submit proof for specific goals means no points claimed.
• Organ of state may require substantiation of claims.
