Only bidders holding a CIDB contractor grading of 4me or higher may submit an offer, and bids must be emailed to [email protected] By 20 november 2026 at 12:00. Bidders must first score at least 80 out of 100 on functionality — assessed on the proposed site manager/supervisor's qualifications and chiller and cooling tower experience, plus client reference letters — before price and preference are scored under the 80/20 system. Prices must be fixed and final for the full contract term, with NO contract price adjustment.
CIDB grading: a contractor grading of 4ME or higher is a mandatory administration criterion; lower gradings are not evaluated.
Closing and submission: 20 November 2026 at 12:00, by email only to [email protected]; late bids are rejected and proof of posting is not accepted as proof of delivery.
Functionality threshold: minimum 80 out of 100, made up of the tenderer's resource proposal (70 points: qualifications 35, years of experience 35) and company references and experience (30 points); bidders below 80 are not evaluated further.
Site Manager/Supervisor: must hold a SAQA-accredited trade test as Refrigeration Mechanic, Fitter (Fitter & Turner) or Millwright plus OHS training (20 points), or the same trade test plus a Mechanical Engineering Diploma or higher plus OHS training (35 points); 2 to 4 years of chiller plant and cooling tower experience scores 20, more than 4 years scores 35, with proof attached to the CV.
Reference letters: at least one reference on the client's letterhead describing the work type and reference number with a contactable email address and telephone number; one letter scores 15 points and two score the maximum 30.
Preference points: 80/20 system, price 80 points and specific goals 20 points; B-BBEE Level 1 scores 5 points down to Level 8 at 0.1, with 5 points each for black youth majority-owned, black women majority-owned and companies majority owned by people with disabilities; a valid sworn affidavit or SANAS-accredited B-BBEE certificate plus proof of each claimed goal is required, and missing proof scores zero for preference without disqualifying the bid.
Enquiries and validity: clarification requests close 30 October 2026 and only Lerato Phalo ([email protected], 010 207 2000) may be contacted; the offer must remain valid for 12 weeks (84 days) and all rates and prices are fixed for the contract duration with no price adjustment.
