• Scope: Provide online ID verification services for learners through the MICT SETA Integrated Learner Management System (ILMS) for a 12-month period.
• Key deliverables: Verify learner ID numbers against the Home Affairs National Population Register (NPR), match names and surnames to ID numbers, and provide verification reports.
• Technical requirements: Must use an API integration tool for data exchange, ensure 99.9% uptime (excluding scheduled maintenance), and provide detailed dashboards and reporting capabilities.
• Security: Must encrypt data in transit and at rest, use secure protocols (HTTPS, SSL/TLS, VPNs), conduct regular security audits, and implement continuous monitoring.
• Support: Must offer a central point of contact, support during business hours (Monday-Friday), and 24/7 support for critical issues on a case-by-case basis.
• Estimated initial bulk verification: Approximately 25,000 learner records.

• The bidder must submit a detailed project implementation methodology covering: Data/ID Verification, Integration and Security, Monitoring and Maintenance, Optimise Performance, Quality Assurance, Information Handover, and Operational Capability.
• Points are awarded based on how many of these seven aspects are addressed in the methodology.

• The bidder must have at least 5 years of experience in delivering ID verification services.
• Submit at least 6 contactable reference letters from different clients within South Africa, fully signed on letterhead, detailing project description and duration.
• The Project Manager must have a National Diploma or equivalent and at least 10 years of experience in project management, including ID verification or system integration projects.
• Points are awarded for qualifications and experience of the Project Manager.

• The service provider must ensure data confidentiality through encryption (in transit and at rest) and secure protocols (HTTPS, SSL/TLS, VPNs).
• Regular security audits, vulnerability assessments, and continuous monitoring are required.
• The protection of personal information (POPIA) compliance is mandatory.

• Submit pricing for approximately 37,000 learner verifications, with unit price, subtotal, VAT at 15%, and total price including VAT.
• Indicate delivery address, delivery period after order receipt, whether delivery period and prices are fixed, and if the quote is strictly to specification.
• The authorised company representative must sign the pricing schedule.

• Pricing must be submitted on the provided Pricing Schedule, including a breakdown for approximately 37,000 learner verifications, subtotal, VAT at 15%, and total price including VAT.
• The quote must remain valid for acceptance for 90 days from the closing date.
• Bidders must indicate if delivery period and prices are fixed, and if the quote is strictly to specification.
• Required financial documents: Valid Tax Clearance Certificate or proof of application/SARS verification pin.
• Bidders bear all costs associated with preparing and submitting the RFQ.

• Mandatory registration on the National Treasury Central Supplier Database (CSD).
• Submit a CSD Registration Report.
• Submit a valid Tax Clearance Certificate or proof of application/SARS verification pin.
• Submit SBD 4 (Bidder's Disclosure) and SBD 6.1 (Preferential Procurement Claim Form).
• Submit certified copies of directors' IDs (not older than 6 months), CIPC documents, and a shareholding certificate.
• Bidders must declare no procurement prohibitions, bankruptcy, corrupt practices, or conflicts of interest.
• Compliance with POPIA and confidentiality of data is required.

• Specific goals under the 80/20 preference point system award points for enterprises at least 51% owned by historically disadvantaged persons (10 points), historically disadvantaged women (5 points), and historically disadvantaged youth (5 points).
• To claim points, submit CIPC documents, a valid share certificate, and certified ID copies of directors (not older than 6 months).
• Failure to submit proof will result in no points being awarded.

• Contract duration: 12 months from project initiation.
• The RFQ is not a binding offer; a formal contract or letter of intent must be executed.
• MICT SETA reserves the right to not award, withdraw, cancel, or accept any RFQ in part or full.
• The successful bidder must comply with Government Procurement General Conditions of Contract.
• Confidentiality: The service provider must comply with POPIA, maintain confidentiality of all data, and not disclose information to third parties without prior permission.
• The bidder's price must remain valid for 90 days from the closing date.
