Bids must be delivered by the stipulated closing date and time (31 July 2026 @ 16h00). All bids must be submitted on the official forms provided (not re-typed) or in the manner prescribed in the bid document. Failure to submit on official forms may disqualify the bid. The successful bidder will be required to fill in and sign a written contract form (SBD7). Land Bank reserves the right to request outstanding essential documents during evaluation, which must be provided within 5 working days. Failure to provide requested documents within the timeframe will render the bid non-responsive.

Bidders must be tax compliant and registered on the National Treasury Central Supplier Database (CSD). They must not be listed on the Register for Tender Defaulters, must disclose any conflicts of interest, and must not be in the service of the state. Foreign suppliers must meet specific tax presence criteria in South Africa. The bidder must also pass a mandatory compliance check including FICA/POPI Act requirements and may undergo financial and reputational due diligence.

Scope: Renewal of a Wildcard SSL Certificate. The bidder must provide a license for a Wildcard OV SSL Certificate valid for 12 months. The specific SKU required is: Entrust Wildcard FC-10-F200F-950-02- OV SSL-1 Year. The certificate must cover the full 12-month period without interruption.

Pricing must be quoted in Rand (R) and exclude VAT, with VAT shown separately. Prices must remain valid for 120 days and firm for the contract duration. All costs (taxes, duties, logistics, delivery, storage, labor, overtime, subsistence, and travel) must be included in the quoted price. Pricing assumptions, excluded costs, and estimates must be clearly documented. Land Bank will not entertain price adjustments after submission. The pricing schedule must include: Unit price, total excluding VAT, VAT amount, and total including VAT. Bidders must ensure pricing is reasonable and balanced; unduly high or low rates may lead to disqualification.

Mandatory compliance requirements: Tax Compliance Status (TCS) PIN from SARS or CSD registration number. Bidders must submit a TCS PIN or CSD number for verification. For consortia/joint ventures, each party must submit a separate TCS certificate/PIN/CSD number. Proof of registration on the National Treasury Central Supplier Database (CSD) at https://secure.csd.gov.za/. Completed and signed SBD 4 (Bidder’s Disclosure Form) — conflicts of interest must be declared. Completed SBD 6.1 (Preference Points Claim Form) under PPPFA 2022. Valid B-BBEE certificate from a SANAS-accredited agency or sworn affidavit. Certified copies of Identity Documents of shareholders/directors. Cancelled cheque or stamped bank letter. Vendor Accreditation Form. All forms must be completed, signed, and stamped by a Commissioner of Oaths where required. Bidders in the service of the state or with directors/members in state service are disqualified. Foreign bidders must complete a questionnaire if applicable.

Land Bank reserves the right to amend the terms of reference as required. The contract will be subject to the General Conditions of Contract (GCC) and any special conditions outlined in the tender document. Bidders must sign a confidentiality agreement. Land Bank may perform due diligence on the preferred tenderer, including financial analysis, criminal record checks, and performance history reviews. Non-compliance with objective criteria may lead to disqualification or award to the next ranked tenderer.
