Bids must be submitted on the official forms provided and must not be re-typed. The Form of Offer must be fully completed and signed. Bids submitted by email will not be considered. One copy of the bid document and returnables is required. Returnable documents include: CIDB registration certificate or application, COIDA letter of good standing, Pricing Schedule/BoQ, Compulsory Enterprise Questionnaire, SBD 4, SBD 6.1, resolution letter, B-BBEE certificate or sworn affidavit, record of addenda, alternative bid (if any), qualifications to bid, record of previous experience, human resource capacity schedule, equipment resource capacity schedule, letter of bid, contract agreement, and detailed project programme. Evaluation follows three stages: pre-qualification, functionality, and price with preference points. Pre-qualification requires a valid CIDB registration (or capability to be registered) in a grading designation of 1 CE or higher, a Letter of Good Standing from the Department of Labour (COIDA), and a fully completed and signed Form of Offer and Acceptance. Functionality is scored out of 100 based on four criteria, each weighted 25: previous related experience, human resource capacity, equipment resource capacity, and work breakdown/schedule/project programme. A minimum score of 70 points is required to proceed. Price and preference points are evaluated under the 80/20 preferential procurement system. Price is scored out of 80 using the formula Ps = 80(1 - (Pt - Pmin)/Pmin). B-BBEE status level contributes up to 20 points: Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, non-compliant = 0. Bidders not submitting a B-BBEE certificate will score zero for that component. Rand Water does not bind itself to accept the lowest or highest scoring bid.

The scope of work is the MP18 anchor replacement and concrete plinth repairs at Rand Water Zuikerbosch. The technical requirements are fully stated in the bid documentation. Bidders must provide a detailed project programme in Gantt chart format, Level 2 schedule activities, resource-loaded schedule, and monthly cash flows. The contract is for engineering and construction works, subject to the CIDB Standard for Uniformity in Engineering and Construction Works Contracts (August 2019) Annexure C.

Pricing must be submitted on the Pricing Schedule / Bill of Quantities (BoQ). The total ZAR value quoted must include all taxes and any imported equipment/material, with currency conversion using the SARB closing rate one week prior to closing date. The bid validity period is 90 days from closing date, extendable at Rand Water's discretion. No specific bond or guarantee requirements are stated.

Bidders must be registered with the CIDB in a grading designation of 1 CE or higher, or be capable of being so prior to evaluation. A Letter of Good Standing from the Department of Labour (COIDA) is required. Bidders must not be persons in the service of the state, nor have directors/members in the service of the state. B-BBEE status level must be claimed via SBD 6.1, with supporting certificate or sworn affidavit for EMEs/QSEs. The Compulsory Enterprise Questionnaire (T2.2.1) and SBD 4 (Bidder's Disclosure) must be completed and signed. A resolution letter authorising the signatory is required. Tax compliance status and CSD registration are required as part of the supplier information.
