Phase 3 uses the 80/20 preference point system: 80 points for price, 20 points for B-BBEE status level (Level 1 = 20 points, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 5, Level 6 = 6, Level 7 = 4, Level 8 = 2, Non-compliant = 0).
Pricing must be a fixed transaction fee per service (not a percentage of third-party costs), submitted on Annexure A for each year inclusive of VAT. An open-book policy applies; all commissions earned on SACAA bookings must be reimbursed to SACAA quarterly.
A dedicated on-site travel consultant must be provided for five working days at SACAA offices in Centurion, with SACAA providing office space, furniture, and IT infrastructure.
