Bids must be emailed to [email protected] before the closing date and time. The email subject line must clearly indicate the RFQ number. Late bids will not be considered. Bids must be submitted on the official forms provided, not re-typed. The following documents must be submitted with the bid: SBD 1 (Invitation to Bid) completed and signed; SBD 4 (Bidder's Disclosure) completed and signed; SBD 6.1 (Preference Points Claim Form) completed and signed if points are claimed; Company registration (CIPC) documents; certified ID copies of directors; valid SARS tax pin; valid B-BBEE certificate or sworn affidavit (certified copies) for any points claimed; certified share certificate; SAST POPIA consent form completed and signed; General Conditions of Contract (GCC) initialed or signed. Bidders must also submit an official quote on company letterhead. Bids must be in English.

Evaluation is in four phases: Phase 1: SCM administrative compliance – verification of completeness and correctness of documentation. Phase 2: Mandatory requirements – attendance of compulsory briefing and ICASA registration. Phase 3: Compliance with technical specifications – bidders must provide technical specifications of offered products. Phase 4: Price and Specific Goals – evaluated under the 80/20 preference point system: Price 80 points, Specific Goals 20 points. Award to the bidder scoring the highest total points. Failure to comply with technical specifications results in disqualification from price evaluation.

Scope: Supply and install Direct Internet Access links, with support and maintenance for 24 months. Specific requirements: Primary link: Managed 1000Mbps Enterprise Dedicated Internet Access Fibre (1:1 contention ratio); Secondary fail-over link: 100Mbps (preferably wireless); Theatre link: 100Mbps Enterprise DIA Fibre, separate installation and hardware. 99% uptime SLA with 4 hours mean time to repair. Dedicated link IP range. Complete installation including last mile/fibre drop with termination, testing and commissioning, to be completed within 14 days of purchase order. Primary and secondary links installed in office block; theatre link in theatre complex. All related hardware including switches and cabling, managed firewall, and related software/services must be supplied. Compliance with industry standards, including ICASA registration (license to be attached). 24/7 technical support including active network management. Fixed cost, monthly billing – no traffic-based billing. Primary and secondary links routed to server room in office block; fibre link between server room and patch room; additional fibre line connecting office block and theatre complex.

SAST reserves the right to consider the bidder's professional conduct and experience with similar services over the past 5 years, in addition to references. Site visits to bidder's offices may be conducted. Bidders must be capable of handling the contract.

Goods and services must conform to standards specified in the bidding documents. The supplier must permit inspection and audit of records related to contract performance.

Pricing must be submitted on SBD 3.1, including unit price, total price, sub-total, VAT, and grand total. Bidders must indicate period required for commencement after acceptance, whether rates are firm for the full period, and if not, the basis for adjustments (e.g., CPI).

Rates must be firm for the full period of the project; if not, provide details of adjustment basis (e.g., CPI). Delivery costs are included in the total quotation for evaluation. No separate payment terms or bonds are specified.

Bidders must be registered on the National Treasury Central Supplier Database (CSD) – proof of registration with CSD number required. Valid SARS tax compliance status PIN or TCS certificate required; if no TCS PIN, provide CSD number. Bidders must be registered with ICASA and submit a valid license. B-BBEE certificate or sworn affidavit required for claiming preference points. Company registration (CIPC) documents and certified ID copies of directors required. Bidders must sign SBD 4 (Bidder's Disclosure) and SBD 6.1 (Preference Points Claim Form). Bidders must complete SAST POPIA consent form. Bidders must not be persons in the service of the state. Foreign suppliers must complete the foreign supplier questionnaire.

The contract is subject to the General Conditions of Contract (GCC) and any Special Conditions. The successful bidder may be required to sign a written contract (SBD 7). Performance security may be required within 30 days of contract award, as specified in SCC. The contract includes clauses on payment, prices, amendments, assignment, subcontracts, delays, penalties, termination for default, force majeure, and dispute settlement.

The 80/20 preference point system applies: 80 points for price, 20 points for specific goals. Specific goals include: Exempted Micro Enterprise/Qualifying Small Enterprise (4 points), Min 25% Black Ownership (4 points), Min 100% Female Ownership (4 points), Min 100% Black Youth Ownership (4 points), Min 25% People Living with Disabilities ownership (4 points). Points are claimed via SBD 6.1 and require supporting documentation.
