TRANSNET port terminals requires a once-off supply and delivery of housekeeping equipment — vacuum sweepers, water tankers and skid steer loaders — for the richards bay multi-purpose and dry bulk terminals in kwazulu-natal. Bids close on 29 october 2026 at 13:00 under reference TPT/2026/10/0002/114963/RFP. the obligation that decides most bids is annexure c, the economic development plan: IT is an essential returnable document that must accompany the bid and must commit to subcontracting at least 30% of the contract value to majority black-owned emes or qses, alongside quantified localisation, job creation and preservation, skills transfer and socio-economic targets. Those targets are negotiated with transnet's esd function after submission and their implementation becomes an enforceable contract obligation, backed by penalties of up to 10% of contract value, withheld payments and possible termination.
Closing: bids close on 29 October 2026 at 13:00 under reference TPT/2026/10/0002/114963/RFP; the scope is a once-off supply and delivery of vacuum sweepers, water tankers and skid steer loaders to the Richards Bay Multi-Purpose and Dry Bulk Terminals.
Essential Returnable Document: Annexure C, the Economic Development Plan, must be submitted with the bid; if it is missing Transnet grants one further submission opportunity by a set deadline, after which the bid may be disqualified.
Subcontracting floor: a minimum of 30% of the contract value must go to EMEs or QSEs that are at least 51% black-owned, or at least 51% owned by black women, black youth or black persons living with disabilities, with a list of possible subcontractors identified for each region.
Quantified plan content: the plan must state the number and rand value of new jobs for black people, black women, black youth and black persons living with disabilities, jobs preserved, regional jobs, people trained, and higher education bursaries or scholarships for black youth, plus a component localisation plan naming items and local suppliers.
Post-award negotiation and reporting: targets are negotiated with Transnet's ESD function, and the agreed plan must be implemented with clear milestones, monthly or quarterly reporting, quarterly Portfolio of Evidence and Transnet site visits or audits to verify submissions.
Penalties for non-delivery: failure to implement the agreed plan is a material breach, exposing the supplier to a financial penalty of 10% of contract value, a penalty equal to the shortfall between the subcontracting target and actual achievement, withheld payments until compliance, and contract termination.
Additional initiatives: the listed economic development elements are minimum requirements only; bidders may propose further initiatives that strengthen the economic, social and transformational outcomes of the contract.
