Supply and delivery of 20 non-contact radar level sensors with continuous level measurement, built to a detailed specification: 2-wire 11–30 v dc supply, 4–20 ma/hart output, maximum 100 mw consumption, ip68 rating, ±5 mm accuracy, beam angle under 8 degrees, 70–100 ghz frequency, 0–20 m operating range, a manufacturer-fitted cable of about 2 m, top-hanging mounting, stainless steel or pvdf body, and remote programming including bluetooth set-up and on/off calibration with a level offset option. Quotations are scored on the 80/20 preference point system — 80 points for price and 20 for specific goals — and must be submitted as a pdf on company letterhead through the e-tender portal by 5 november 2026 at 14:00. The two omissions that sink bids are leaving applicable taxes out of the total quotation value and failing to attach the compulsory specification datasheet.
Closing and submission: 5 November 2026 at 14:00, submitted electronically on the e-tender portal (https://www.etenders.gov.za/) using CSD credentials; late quotations are not accepted. The RFQ cover page shows 05-10-2026 at 16:00, so confirm the deadline with the SCM contact.
No compulsory briefing: no briefing session or site visit applies to this RFQ.
Technical compliance: 20 sensors meeting the full specification (2-wire 11–30 V DC, 4–20 mA/HART, max 100 mW, IP68, ±5 mm, beam angle under 8 degrees, 70–100 GHz, 0–20 m, ±2 m manufacturer-fitted cable, top-hanging bracket, stainless steel or PVDF body, remote Bluetooth programming). A specification datasheet must be attached and brand and model stated; a missing datasheet disqualifies the bid.
Returnable documents (all compulsory): valid tax clearance certificate or SARS PIN; certified B-BBEE certificate or sworn affidavit (a non-compliant affidavit scores zero); municipal rates and taxes account not more than 90 days in arrears; proof of CSD registration / MAAA supplier number; company registration documents with directors' and shareholders' ID copies; lease agreement or municipal account statement not older than 3 months; signed MBD 4, MBD 6.1, MBD 8, MBD 9 and MBD 3.1; POPIA consent form; signed joint venture agreement where applicable.
Evaluation: 80/20 preference point system under PPPFA 2022 — 80 points for price against the lowest acceptable quotation and 20 points for specific goals, claimed by an SMME that is an EME or QSE and 51% or more black owned, evidenced by a SANAS-accredited B-BBEE certificate, a DTI/CIPC EME or QSE certificate, or an affidavit sworn under oath. No proof means no preference points.
Pricing: firm prices only — non-firm prices and prices subject to exchange-rate variation are rejected. The total quotation value must include all applicable taxes (VAT shown at 15%) and all delivery costs; omitting applicable taxes leads to disqualification. The offer must remain valid for 60 days from the closing date.
Format and disqualifying omissions: PDF on company letterhead only — MS Word, MS Excel and picture files are not accepted; brand names must be stated where required; every attached MBD must be completed and signed. Quotations from persons in the service of the state, or from bidders blacklisted by National Treasury or any national authority for non-performance, will not be considered.
