Scope of Work:

• Collect labour market information and develop a database for the public TVET College subsector.
• Provide a database illustrating Job Advert Data from the TVET subsector.
• Deliverables:
• LMI Research Database (Microsoft Excel): Including organisation name, location, number of employees, OFO titles, gender, race, disability status, and age group.
• Job Advert Data Database (Microsoft Excel): Including advertiser, publication date, re-advertisement flags, headcount, location, required qualifications, experience, salary, skills, contract type, and job content.
• Infographic Data Insights Reports: Visually engaging reports highlighting key trends.
• Project Duration: 12 consecutive months from the date of the Memorandum of Agreement (MoA).

The service provider must develop a robust methodology covering quantitative and qualitative methods, population and geographical coverage, and data collection tools. The methodology must include risk identification and mitigation strategies for the TVET sector.

Bidders must demonstrate expertise in mining and developing labour market databases. Key personnel requirements include a Project Manager (Master's degree minimum and 4+ years experience), a Senior Researcher, Data/Statistical Analysts, and at least two Field Workers.

Pricing must be submitted using the provided Costing Model (including VAT). The model includes line items for the Labour Market Database, Job Advert Dataset, and Infographic Data Insights Reports. All costs must be all-inclusive.

Pricing Requirements:

• All pricing must be in South African Rand (ZAR).
• Bidders must submit a detailed, all-inclusive budget.
• Pricing must follow the provided Costing Model without modification.
• The costing model must detail all possible activities, including total cost per year.
• Payment will follow the agreed schedule in the MoA.

Mandatory Compliance:

• Registration on the Central Supplier Database (CSD) is required.
