The contract runs 14 months from site handover under the jbcc principal building agreement edition 6.2, With phase 1 (blocks a and b and the fire reticulation system) due within 10 months. Only CIDB 7gb or higher contractors may bid, and the decisive hurdle is the 70% functionality threshold — experience on similar-scale projects alone carries 40 of the 100 functionality points.
CIDB grading: valid and active 7GB or higher. Joint ventures must submit consolidated CIDB grading, every member must be CIDB registered, the lead partner must hold a grading one grade below the required grading, and the combined grading must equal or exceed the grading for the sum tendered.
Compulsory site briefing: 06 November 2026 at 11:00 at Adamantia High School, Black Street, Newpark, Kimberley. The attendance register must be signed at the meeting and submitted with the bid; failure to submit disqualifies the bid. Both JV companies' names must appear on the register.
Closing and submission: 23 November 2026 at 11:00, hand delivered to the bid box at the main entrance of IK Nkoane Education House, security office, corner Barkley Road and St Pauls Road, 156 Barkley Road, Homestead, Kimberley 8301. Late, faxed, emailed, telefaxed or posted bids are not accepted. Tender validity is 120 days.
Mandatory documents (omission disqualifies): CSD registration report showing the supplier number, valid COIDA or FEM certificate (all JV partners where applicable), authority to sign such as a company resolution, completed and signed Form of Offer, SBD 1, SBD 4, SBD 6.1, confirmation of addendum, and a fully completed detailed Bill of Quantities written in non-erasable black ink.
Functionality: 100 points with a 70% minimum to proceed — experience on similar-scale projects 40 (value of work 15, nature of work 25), construction method statement with project-specific programme and cash flow forecast 20, qualifications and competencies of key staff 15, SHEQ project-specific plan 15, schedule and availability of plant and equipment 10. No points are awarded for value of works on civil, water, transport, traffic, electrical or mechanical projects.
Key personnel: the Project Manager must be professionally registered with SACPCMP as a Project Manager; without this, no points are awarded for qualifications and experience. CVs and certified qualifications not older than six months are required for the project manager and site agent, and only computerised preliminary programmes are accepted.
Preference points (90/10): 90 points for price and 10 for specific goals — 51% black owned 1 point, 51% black youth owned 1 point, 51% black women owned 2 points, 51% black people with disabilities owned 1 point, and locality 5 points within Frances Baard District Municipality, 2 points elsewhere in the Northern Cape, 0 points outside the province or without proof.
