What are the technical specifications?

The beneficiaries of these programs need to undergo some trainings to equip them with the relevant information and skills that they need before they start performing their duties. Therefore iSimangaliso wishes to appoint a panel of service providers to conduct accredited trainings in line with the yearly training matrix developed by the Department of Forestry, Fisheries and the Environment in partnership with iSimangaliso Wetland Park Authority. 2.1 Design and implement a training programme proposal for the following courses per given unit standards as per attached scope of work outline. 2.2 A brief training content of every course should be provided and must include but not be limited to the following: • Be in line with the unit standard given per course. • Be participatory and appropriate for adult learning • Be simple, easy to read and easy to understand. • Be in line with the protected areas act. • Information provided should be updated as possible. • Visual aids should also be used on material. • Course price per person (including meals and VAT). • Name of Facilitator/s and their qualifications 2.3 Approach and Methodology • The Service provider will be informed about the proposed dates to conduct trainings as recommended by the project coordinators in line with the availability of participants / project beneficiaries and be asked to confirm their availability. • A period of minimum a week (five working days) will be given to service provider to make preparations and necessary planning for trainings. • Beneficiaries will be trained from various areas neighboring and inside the park, see 2.1 scope of work for year 2025/27 with proposed venues. • The service provider may be required to conduct training at various venues simultaneously, which may result into multiple facilitators deployed at the same time. • The service provider is responsible for organizing their own transport and accommodation for their facilitators whenever required. • All training sessions must allow interval breaks and lunch to be served at the end of the each session, the service provider is responsible for organizing lunch and refreshments and claim the costs on the invoice. • Each participant must receive a course pack/manual and a copy for each course and must be submitted to iSimangaliso as Portfolio of Evidence (POE) together with the invoice. • Photographic evidence must also be captured during the course and be used on the report as POE. • The service provider is responsible for ensuring that all participants signs the NRM attendance register and to inform iSimangaliso team if there are any missing participants scheduled to attend. • The service provider is also responsible for reporting timeously any challenge that may be encountered in the training session which might impact the implementation of training. 2.4 Reporting The training report must include the following: • Signed NRM Original Attendance Registers • Confirmation letters of Learners declared competent (to iSimangaliso & to DFFE) • Database of learners. • Certificates of Attendance & List of Learners to Receive Accredited Certificates & Estimated date. • Narrative Training Report with Pictures • Training Invoice & Statement • SCM related documents 3. Certificate of independent bid determination

1 This Standard Bidding Document (SBD) must form part of all bids1 invited.

2 Section 4 (1) (b) (iii) of the Competition Act No. , as amended, prohibits an

agreement between, or concerted practice by, firms, or a decision by an association of

firms, if it is between parties in a horizontal relationship and if it involves collusive bidding

(or bid rigging).2 Collusive bidding is a pe se prohibition meaning that it cannot be justified

of contract have not been fulfilled, the organ of state may, in addition to any other remedy it may

have –

(a) disqualify the person from the tendering process;

(b) recover costs, losses or damages it has incurred or suffered as a result of that

person’s conduct;

having to make less favourable arrangements due to such cancellation;

(d) recommend that the tenderer or contractor, its shareholders and directors, or

only the shareholders and directors who acted on a fraudulent basis, be

restricted from obtaining business from any organ of state for a period not

exceeding 10 years, after the audi alteram partem (hear the other side) rule has

been applied; and

(e) forward the matter for criminal prosecution, if deemed necessary.
