Submission must be a sealed envelope placed in the tender box at the Investment Centre, Ground Floor, 15 Main Road, Vredenburg, before 12H00 on 28 August 2026. The envelope must be clearly marked with the tender number, description, closing date and time, and the bidder's name and address. Late, faxed, emailed or electronic submissions will not be accepted. Tenders may be delivered by hand, courier or post at the bidder's risk.

Bids must be submitted on the official bid documents issued by Saldanha Bay Municipality and must not be re-typed. The document must be completed in black ink, signed by an authorised signatory, and every page initialled. No alterations or correction fluid are permitted; corrections must be struck through and initialled. The complete original document must be returned; missing pages will render the bid non-responsive. Documents printed from e-Tender must be clear, bound securely by page number (not stapled), with the price schedule and annexures bound at the back. Any unauthorised alteration disqualifies the bid.

Returnable documents (all must be included, completed and signed):

• MBD 1 (Invitation to Tender): bidder and contact details, signed as the offer cover page.
• MBD 4 (Declaration of Interest): discloses any connection to persons in the service of the state.
• MBD 6.1 (Preference Points Claim): claims B-BBEE and locality points.
• MBD 8 (Bidder's Past Practices): declares past SCM practices, including any tender default or fraud convictions.
• MBD 9 (Certificate of Independent Bid Determination): certifies no collusion or price disclosure.

Disqualification risks:

• Any returnable form omitted or unsigned.
• Missing pages, unclear printing, or copied signatures.
• Alterations to the tender document.
• Submission after the closing time, regardless of reason.
• Failure to include addendums (check e-Tender and the municipality's website regularly before submission).
• Bidders or directors in arrears with municipal rates and taxes for more than three months without a settlement arrangement.
• Bidders in the service of the state.

Include: Identity documents of all equity owners (directors only for companies); company registration forms; certified copy of director's municipal account; professional registration (if applicable); samples (if applicable); all sections complete and signed, all pages initialled; proof of signatory authorisation; original or originally certified SANAS B-BBEE certificate or affidavit; proof for locality points (MBD 6.1); tax-compliant status on CSD.

Evaluation uses the 80/20 preference point system under the Preferential Procurement Policy R8/5-26 of 28 May 2026. Price carries a maximum of 80 points; specific goals carry 20 points (10 for B-BBEE status level, 10 for locality).

Items are evaluated separately and awarded per item. Bidders may elect which items to tender. A bidder who does not price an item in full (all sub-items) is found non-responsive for that item. The municipality reserves the right to award in whole, in part, or not at all, and is not obliged to accept the lowest or highest-scoring tender.

B-BBEE points (80/20 system): Level 1 = 10, Level 2 = 9, Level 3 = 7, Level 4 = 6, Level 5 = 4, Level 6 = 3, Level 7 = 2, Level 8 = 1, Non-compliant = 0.

Locality points: Within Saldanha Bay Municipality = 10, within West Coast District = 5, within Western Cape = 2, outside Western Cape or failure to provide proof = 0.

Failure to submit proof or documentation for specific goals means those points are not claimed. A score of 0 is allocated if compulsory documents are not duly completed and signed, or if insufficient proof is submitted by the closing time and date.

Scope: Supply and delivery of fire service tools and equipment for a period ending 30 June 2029. Detailed specifications are provided in Part D of the tender document (pages 66 onwards). Bidders must price the estimated quantities in the Pricing Schedule; actual quantities may vary. The municipality may increase or decrease quantities awarded, or award only part of the tender. Samples may be required (if applicable).

The tender document includes a section for the bidder's experience (Part B, item 9). Bidders must provide details of their relevant experience. No specific minimum experience requirements are stated in the extracted text.

Bidders must complete the Pricing Schedule with unit prices and total prices based on estimated quantities. Quantities are for evaluation only; actual quantities may vary. The municipality may increase or decrease quantities awarded, or award only part of the tender. It is not obliged to procure the full estimated quantities. If a bidder does not price an item in full, that item is non-responsive.

Pricing: Bidders must complete the Pricing Schedule with unit prices and total prices based on estimated quantities. Quantities are for evaluation only; actual procurement may vary. The municipality is not obliged to procure the full estimated quantities.

VAT: If the intended contract value exceeds R2 300 000, the bidder must be registered for VAT. Tax invoices must comply with Section 20(4) of the VAT Act, including the words 'TAX INVOICE', supplier name/address/VAT number, municipality's name/address (Private Bag X12, Vredenburg, 7380) and VAT number (41001113150), unique invoice number, description, quantity, price, and VAT amount. Non-compliant invoices may delay payment.

Costs: The successful bidder is liable for all duties and costs on legal documents, surety and retentions. The municipality is not liable for any expenses incurred in preparing the bid.

Validity: Bids must remain valid for at least 90 days after the closing date, extending automatically until contract signing if needed.

CSD: Bidders must be registered on the Central Supplier Database (CSD) and be tax-compliant. Provide CSD number or SARS Tax Compliance Status (TCS) PIN. If not registered, register online before award.

Tax: A valid tax clearance certificate or SARS letter confirming tax matters are in order must accompany the bid, unless the bidder is CSD-registered and tax-compliant.

B-BBEE: Submit an original or originally certified SANAS-accredited B-BBEE certificate, or a sworn affidavit for EME/QSE. Points are claimed via MBD 6.1.

Locality: Provide proof of locality (municipal account, lease agreement, or detailed affidavit from property owner) as required in MBD 6.1. Affidavits are valid for 3 months. The residential or business address is tested; postal addresses cannot be used.

Municipal arrears: Bidders or directors must not be in arrears with municipal rates and taxes for more than three months without a settlement arrangement. A copy of the bidder's municipal account for the month preceding the closing date must accompany the bid.

CIDB: If applicable, include a copy of the bidder's CIDB registration and grading certificate.

Authorisation: Provide a board resolution or equivalent authorising the signatory to submit the bid and sign contracts.

State service: No bids will be considered from persons in the service of the state.

Foreign suppliers: Must complete the pre-award questionnaire in MBD 1. Consortia/joint ventures/sub-contractors must each submit separate TCS/PIN/CSD numbers.

The General Conditions of Contract (GCC 2010) and Special Conditions of Contract (SCC) apply. Where they conflict, the SCC prevails. The municipality may withdraw the invitation, re-advertise, reject any tender, or accept part of it. It is not bound to accept the lowest or highest-scoring tender.

The successful bidder must sign the agreement within 7 days of notification. The municipality may require an additional Service Level Agreement. Contract documents are in English. The successful bidder is liable for all duties and costs on legal documents, surety and retentions.

If a contract is awarded on incorrect information, the municipality may recover all costs, losses or damages. Bidders must not contact the municipality about their bid from opening until award; any attempt to influence evaluation may result in rejection.
