Submission channel: sealed bids placed in the tender box on the 1st Floor, Munitata Building, next to Room 146. Bids must be clearly marked with the SCM number and project name. Bids submitted by fax, mail, or electronically will not be accepted. Late, incomplete, or unsigned bids will be rejected. Bids must remain valid for 90 days.

Returnable forms: MBD 1 to MBD 9 and Annexures A to F must be completed in full and signed; failure to do so renders the bid non-responsive. A comprehensive JV agreement is required where applicable; individual JV partners must submit all relevant documents. MBD 4 (Declaration of Interest) must declare any companies involved. MBD 5 must be signed for offers of R10 million or more. All alterations to prices or quotes must be signed.

Evaluation stages: Stage 1 Compliance; Stage 2 Functionality with a minimum threshold of 70 points out of 100 to be attained to be evaluated further.

Preference point system: 80/20 under the PPPFA 2022 and its 2022 Regulations. Points will be evaluated based on the PPPFA and the municipality's Supply Chain Management policy.
