The quotation is for the supply of leather folders with the Stats SA logo, quantity 24 each. The detailed specification is provided in Annexure A.

Quotations must be emailed to [email protected]. Include the quotation reference number, validity period, delivery period, CSD Master registration number (MAAA), and tax compliance status PIN. Returnable forms: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim) must be completed and signed. Also required: e-filing copy of valid Tax Clearance certificate, certified copy of ID (not older than 6 months), certified copy of company registration (CIPC, not older than 6 months), certified copy of B-BBEE certificate or Sworn Affidavit (not older than 6 months), and OEM certification documents where applicable. Quotations received after the closing date and time will not be accepted. Failure to complete the Declaration of Interest may result in disqualification. Stats SA may request additional information; failure to provide within the given timeframe may render the quote non-responsive.

Evaluation uses the 80/20 scoring system: 80 points for price and 20 points for Specific Goals and Preferential Points. Specific goals and points: Race (Black) 10 points, Women 5 points, Disabled 2 points, Youth (below 35 years) 3 points. Points for equity ownership by an HDI are calculated using a formula (NEP = NOP x EP). Bidders claiming points must provide proof for each goal: certified ID, company registration, CSD full detail report, certified B-BBEE certificate or Sworn Affidavit; for disability, a medical certificate from a practitioner registered with HPCSA. Certified copies must be dated within 6 months of the closing date; otherwise, the bidder loses points and scores zero for that specific goal. Appointment is not necessarily based on the lowest quotation; Stats SA reserves the right to negotiate prices, award partially, or not award.

Supply 24 leather folders with the Stats SA logo, each unit of issue. Detailed specification is attached as Annexure A.

Prices must be firm for the duration of the order. Prices dependent on exchange rate should factor in price escalations. No upfront payment; payment within 30 days of receipt of goods/services and a valid invoice. Market-related prices will be negotiated with the preferred service provider.

Bidders must be registered on the Central Supplier Database (CSD). Required: valid tax clearance certificate (e-filing copy), certified ID, certified CIPC registration, certified B-BBEE certificate or Sworn Affidavit, and OEM certification where applicable. All certified copies must be dated within 6 months of the closing date.

Bidders must not be listed in the Register for Tender Defaulters or the List of Restricted Suppliers. Bidders must disclose all CSD-registered active companies linked to all directors. Bidders must complete SBD 4 (Declaration of Interest) and the general declaration of independent bid determination.

1.1 Any person (natural or juristic) may make an offer or offers in terms of this invitation to bid. In line with the principles of transparency, accountability, impartiality, and ethics as enshrined in the Constitution of the Republic of South Africa, 1996 (Constitution), and further expressed in the various applicable legislation, it is required for the bidder to make this declaration in respect of the details required hereunder.

Preference points are claimed via SBD 6.1. The applicable system is either 80/20 (for requirements up to R50 million) or 90/10 (above R50 million), as indicated by the organ of state. Points are allocated: 80 or 90 for price, and 20 or 10 for specific goals. Specific goals and their points: Black ownership (10 points), Woman ownership (5 points), Disabled ownership (2 points), Youth ownership (3 points). To claim points, bidders must submit supporting documentation: for Black, Woman, and Youth ownership — certified ID copy, certified company registration document, CSD full detail report, and certified B-BBEE certificate or sworn affidavit; for Disabled ownership — a medical certificate from a medical practitioner registered with the HPCSA. The organ of state may require substantiation of any preference claims at any time. Failure to submit proof with the tender means no points are claimed for specific goals.

Preference points claim form in terms of the preferential procurement regulations 2022

Bidders must complete and submit SBD 6.1 (Preference Points Claim Form) to claim preference points. Supporting documentation for specific goals must be provided as listed in the evaluation criteria. The organ of state may verify claims and, if fraudulent, may disqualify the bidder, recover costs, cancel the contract, restrict the bidder from state business for up to 10 years, or refer for criminal prosecution.
