The PPPFA preference points system applies. Bidders must demonstrate capacity and capability to produce and install the sculptures. Compliance with applicable SABS standards and local authority regulations is required.

Scope: production and installation of sculptures of 13 chiefs and a centre piece for the Resistance Liberation and Heritage Route at the University of Limpopo Fig Tree Monument.

General construction requirements:

• The contractor must check all levels and dimensions on site before setting out and cross-check building dimensions during construction. Only figured dimensions in millimetres are to be used; do not scale drawings. Discrepancies must be reported in writing to DPWL before continuing work.
• The contractor is responsible for works co-ordination and programming. Consultant and shop drawings must be cross-checked with DPWL drawings.
• Any deviation from DPWL drawings or specifications requires written approval from edifice design before construction or installation.
• Compliance with SABS 0400 standards, manufacturer's installation instructions, and local authority regulations is required.
• All structural work must be designed, detailed, specified and supervised by a structural engineer, built from the engineer's drawings, and certified stable by the engineer on completion.
• Guarantees for all materials, installations and systems must be provided to DPWL at practical completion.

Specific works:

• Glazing: clear laminated sound control safety glass complying with SANS 1263 Part 1, 2 or 3, with manufacturer's name permanently marked on each sheet. Shading coefficient 0,47–0,70; light transmission 61–95. Obscure glazing for bathroom and WC windows, shading coefficient 0,58–0,75; light transmission 59–83.
• Paving: laid on well compacted and consolidated ground to engineer's detail; soil poisoning under paving per engineer's specifications.
• Concrete works, paving and storm water reticulation to be specified, verified and approved by the engineer.
• Internal plaster: 10–15mm thick, cement/sand ratio 1:5, sealed, 1 undercoat and 2 coats of 'wall n all' paint, colour to be approved.
• Expansion joints: 12mm bitumen impregnated soft-board between 230mm brick walls, sealed internally and externally with 10mm deep polysulphide sealant.
• Insulation: 50mm Alutherm AP polyester fibre blanket laminated to 4mm white bubble layer and reinforced foil facing, complying with SANS 1381-1:2007, laid and stapled horizontally on timber rafters before roof sheeting.
• Concrete bench: reinforced concrete bench on 80mm thick concrete base, with backrest reeds. Steel round tubes: 25mm and 32mm diameter, 1,9mm thick, heights 1700mm, 1950mm, 2200mm and 2450mm.

The contractor must check all opening sizes and vertical and horizontal positions before construction, manufacture and installation of fitted items; discrepancies must be reported in writing to DPWL.

Drawings are only to be read for the purpose intended.

The contractor must provide guarantees for all materials, installations and systems to DPWL at practical completion.

Windows glazing to be in accordance with NBR. Bathroom and WC windows to be obscure.

The works comprise the production and installation of sculptures of 13 chiefs and a centre piece as part of the Resistance Liberation and Heritage Route at the University of Limpopo Fig Tree Monument. The Bill of Quantities covers earthworks, concrete, stonework, metalwork, paving, electrical installation, and provisional sums, with a contingencies allowance of R150 000,00.

Scope: production and installation of 13 sculptural thrones (representing chiefs) and a central piece at the University of Limpopo Fig Tree Monument, part of the Resistance Liberation and Heritage Route.

• Earthworks: excavate foundation pits for throne bench footings, reed-backrest bases, commemorative columns, solar pole light footings, and the Eternal Flame Vessel pad; backfill and compact; cart away surplus material.
• Concrete: 25 MPa reinforced concrete to throne bench cores (1200 x 600 x 450mm) and commemorative columns (200 x 200 x 1550mm overall, 1200mm exposed, 350mm embedded); 15 MPa mass-fill to reed-backrest bases, pole light footings, and vessel pad; reinforcement quantities pending final structural design; formwork to exposed faces.
• Stonework: granite cladding (20–30mm thick, honed finish) to throne bench cores; stainless steel cramps/anchors and adhesive bedding; granite plinth base to Eternal Flame Vessel (approx. 1800mm diameter x 300mm high).
• Metalwork: corten steel reed backrest tubes (25mm and 32mm dia., various lengths) fixed vertically to backrest bases; setting and fixing 40 tubes per throne; erection of thrones and commemorative columns on site.
• Paving: natural stone paving, honed and slip-resistant finish, radial jointing pattern, 100 m².
• Electrical: supply and install 13 No. 2000mm high solar-powered LED pole lights (self-contained units, SABS approved); testing and commissioning.
• Provisional sums: Eternal Flame Vessel (cast bronze or weathering steel with bronze lining, 1500mm dia. x 700mm high); sculptural cap/head (13 No. metal half-ball structures approx. 200mm dia.); interpretive bronze plaque per column with inscriptions and QR code; extra-over patination treatment for corten tubes; landscaping works including planting of indigenous Limpopo/Bushveld species.
• Contingencies allowance of R150 000,00 included.

Solar pole lights must be SABS approved.

• Testing and commissioning of solar pole light units is required.
• Granite cladding to be 20–30mm thick with honed finish.
• Paving to be honed and slip-resistant finish.
• Provisional sums include requirements for approved sample panels for patination treatment.

Pricing is on a Bill of Quantities with eight bills: Preliminaries and General; Earthworks; Concrete, Formwork and Reinforcement; Stonework; Metalwork; Paving; Electrical Installation; and Provisional Sums.

• Each bill lists items with units, quantities, and rate/amount columns to be completed.
• Provisional sums require the bidder to add profit and attendance percentages.
• A contingencies allowance of R150 000,00 is included.
• VAT at 15% is to be added to the subtotal.

Pricing must be submitted on the Bill of Quantities, comprising eight bills: Preliminaries and General; Earthworks; Concrete, Formwork and Reinforcement; Stonework; Metalwork; Paving; Electrical Installation; and Provisional Sums.

• Each bill lists item descriptions, units, quantities, and rate/amount columns for the bidder to complete.
• Provisional sums require the bidder to add profit and attendance percentages.
• A contingencies allowance of R150 000,00 is included.
• VAT at 15% is to be added to the subtotal.

Health and safety compliance per the OHS Act and Construction Regulations 2014, including appointment of a competent construction health and safety officer and maintenance of a health and safety file.

• Contractor to provide security and guarantees as stated in the Contract Data, contract works insurance, and public liability insurance for the duration of the works.
• Contractor to complete and sign the Small and Simple Works Contract documentation.
• Contractor to facilitate two inspections by LDPWR&I and LDSAC officials during off-site manufacture and before delivery.
• Contractor to prepare and submit as-built drawings.

Contract to be the Small and Simple Works Contract, with Contract Data to be completed and signed.

• Contractor to provide security and guarantees of their choice as stated in the Contract Data.
• Contractor to take out contract works insurance and public liability insurance for the duration of the works.
• Employer's Agent attendance and administration applies where an agent is appointed.
• Contractor to establish site facilities, signage, and security near the existing golf course.
• Contractor to protect surrounding golf course/campus landscaping outside the works footprint.
• Contractor to facilitate two inspections by LDPWR&I and LDSAC officials during off-site manufacture and before delivery.
• Contractor to prepare and submit as-built drawings.
• Practical completion, defects list, and latent defects liability period administration are included.
• Contractor to clean and reinstate the site prior to de-establishment.
