Renewal of opentext suite licences, maintenance and support for saps (36 months) – RFB 3264/2026

Bids must be submitted electronically via the SITA Supplier Oracle ERP portal at www.suppliers.sita.co.za before the closing date and time. No manual, email, or faxed submissions will be accepted. The bid response must include a unique reference (e.g., binder/folio, chapter, section, page) for each piece of substantiating evidence; evidence that cannot be located may be treated as non-compliant. No URL references or links will be accepted as evidence. The bid must remain valid for 120 days after the closing date. Returnable documents include: the Invitation to Bid (SBD 1) signed as the offer cover page; the completed bid pricing schedule in the provided Excel format; the declaration of compliance for technical mandatory requirements; the declaration of acceptance for Special Conditions of Contract; the declaration of acceptance for Costing and Pricing conditions; the preference points claim form (SBD 6.1) with B-BBEE evidence; and any other forms specified in the tender pack. Evaluation proceeds in four stages; bidders must pass each stage to proceed to the next: Stage 1 – Administrative pre-qualification verification; Stage 2 – Technical mandatory requirement evaluation; Stage 3 – Special Conditions of Contract verification; Stage 4 – Price and preference points. For Stage 1, bidders must be registered on the National Treasury Central Supplier Database (CSD). The scope of work is the supply of OpenText Suite licenses and the installation and maintenance of those licenses for the South African Police Services (SAPS) for a period of 36 months. The suite includes server, security, directory, orchestration, and host connectivity solutions. Specific products and quantities are listed in Table A of the tender, including: Operations Bridge Premium Edition (5,500 per server), OpsBridge Reporter OBR (5,500 per server), OpsBridge Operations Connector OC Business Value Dashboard BVD, COSO (1 per site), Operations Orchestration (5,500 per server), Change Guardian (100,000 per user), Host Connectivity (100,000 per device), Directory Resource Administrator (DRA) (100,000 per user), Group Policy Administrator (GPA) (100,000 per user), and Self-Service Password Reset (SSPR) (100,000 per user). Hardware infrastructure and operating system licences are provided by SAPS; the bid does not require additional infrastructure or environmental resources. Bidders must provide proof that they are a registered license provider and fulfilment agent for OpenText licenses in South Africa, in accordance with the SITA Framework Agreement. The proof must be attached to Annex B. The supplier must have the necessary expertise, skill, qualifications and ability to undertake the work, and must perform services in a good and workmanlike manner. Work must be performed by personnel certified by the Original Equipment Manufacturer (OEM) or Original Software Manufacturer (OSM).

The OpenText Suite includes products that support operational stability, security posture, and audit compliance. Specific products include Operations Bridge and Operations Orchestration for enterprise monitoring and automation; Self-Service Password Reset (SSPR) with Advanced Authentication Framework (AAF) for multi-factor authentication; Change Guardian for real-time threat detection and audit compliance; Directory Resource Administrator (DRA) for Active Directory administration and auditing; Group Policy Administrator (GPA) for testing and validating Group Policy Objects; and Client Extra! X-treme / Reflection for secure host connectivity to the mainframe. The supplier must perform services in a good and workmanlike manner, in accordance with high professional standards, and in the most cost-effective manner consistent with the defined quality and performance levels.

Bidders must complete the bid pricing schedule in the provided Excel spreadsheet format and include it in the submission. Prices must be VAT inclusive and quoted in South African Rand (ZAR). The total price must cover the entire scope of work, including delivery, labour, S&T, overtime, and all other costs; additional costs must be clearly specified. For foreign currency, bidders must use the exchange rates provided: 1 US Dollar = 16.17 ZAR, 1 Euro = 18.68 ZAR, 1 Pound = 21.87 ZAR. The successful supplier will be bound by the Government Procurement: General Conditions of Contract (GCC) and the Special Conditions of Contract (SCC). SITA reserves the right to negotiate conditions, to award to multiple suppliers, and to conduct financial audits or probity checks before award. The supplier must enter into a formal written contract with SITA. Delivery is to the address in Section 2.2. The supplier must provide weekly written progress reports during design, installation and implementation, and schedule quarterly meetings with SITA/client. Working hours are 08h00–16h30, with provision for work on two weekends at the Head Office. The supplier must provide certified training to SITA technical staff and operators. SITA retains all intellectual property rights in its own IP; the supplier is granted a non-exclusive license to use SITA IP solely for providing the services. The supplier must provide a compliant safety file. SITA may conduct supplier due diligence, including site visits, and any misrepresentation may disqualify the bid or contract.
