Sealed bids marked with the bid number and description must be deposited in the bid box at the Reception Area, Adam Kok III Building, 75 Hope Street, Kokstad, by 12h00 on 14 September 2026.

Late, telegraphic, emailed or faxed bids will not be considered.

Bids must be submitted on the official forms provided (not retyped).

Each bid must comprise a separate Technical offer and a Financial offer.

The envelope must bear the address, reference code, and the words "Not to be opened before the bid opening session".

Returnable forms (all must be completed and signed):

• MBD 1 (Invitation to Bid): bidder and contact details, signed as the offer cover page.
• MBD 4 (Declaration of Interest): discloses state employment or connections.
• MBD 6.1 (Preference Points Claim): claims B-BBEE points under the 80/20 system.
• MBD 8 (Declaration of Bidder's Past SCM Practices).
• MBD 9 (Certificate of Independent Bid Determination).
• Authority to Sign / Board Resolution (Section H).
• Tender Consent Form (Section I).
• Declaration that CSD information is correct (Section E).

A completed checklist (Section C) must be included.

Failure to provide any required returnable document will lead to disqualification.

Bidders must attach the following mandatory returnable documents: Price(s) or rates quoted must be firm and must be inclusive of VAT; Copy of CSD report (not older than 3 months); Proof that the company and the director/s do not owe rates and taxes or Municipal service charges for a period longer than 90 days; Printed copy of SARS Tax Pin; Completed and signed Municipal Bidding Documents; Proof of CIDB 5EP or higher; Certified copy of ISO 9001: Quality Management Systems for the company.

Three-stage evaluation per National Treasury Circular No. 53:

Stage 1 — Functionality: minimum 60 out of 100 points to qualify.

Company Experience: 40 points.

Key Personnel: 40 points.

Plant: 20 points.

Stage 2 — 80/20 preferential points system: 80 points for price, 20 points for specific goals.

Goal 1 – Ownership (max 10 points):

Business owned 50% or more by a black person: 5 points.

Business owned 50% or more by a black woman: 5 points.

Goal 2 – RDP (max 10 points):

Business located within KZN province: 10 points.

Business located within the Republic of South Africa: 5 points.

Stage 3 — only bidders who pass Stage 2 proceed.

The Evaluation Committee may call short-listed bidders for presentations.

If a bidder misses the second scheduled presentation, its bid is eliminated.

Appointment of an electrical contractor for:

1. Supply and delivery of 1 x 1000 kVA mini substation (11kV/415kV) for CRUs.
2. Supply, delivery and installation of 5 x 500 kVA mini substations (11kV/415kV) at the following locations:

• Longhomes
• Homes 2000, Bhongweni location
• H&H Blocks
• Drakensburg Motors Industrial Sites
• Corner School Lane & Murray.

The successful contractor must hold a CIDB grading of 5EP or higher.

A certified copy of ISO 9001: Quality Management Systems for the company is required.

Bidders must submit a certified copy of ISO 9001: Quality Management Systems for the company.

Prices must be firm and inclusive of VAT.

Prices must be valid for at least 90 days from the date of the offer.

The total bid price must be entered on MBD 1.

Bidders who do not put prices on MBD 1 will be eliminated.

Arithmetical errors in the pricing schedule will be corrected by the municipality.

Prices must be firm and include VAT.

The financial offer is evaluated only if the technical offer scores 60 points or more.

Mandatory pre-qualifications:

• CIDB grading of 5EP or higher.
• Registration on the Central Supplier Database (CSD): provide a detailed CSD report not older than 3 months.
• Valid SARS Tax Compliance Status (TCS) PIN or certificate (CSD printout may be used for verification; bidders will not be eliminated for not attaching a TCS certificate).
• Proof that the company and each director do not owe municipal rates, taxes or service charges for longer than 90 days (acceptable proof per Section J: municipal statement not older than 90 days, valid lease agreement, rates clearance certificate, affidavit for non-ratable area, letter from landlord/body corporate, or an affidavit stating reasons).
• Certified copy of ISO 9001: Quality Management Systems for the company.
• Completed and signed MBD forms (MBD 1, MBD 4, MBD 6.1, MBD 8, MBD 9) and the Authority to Sign / Board Resolution.
• Foreign suppliers must complete the Pre-Award Questionnaire (Part B:3).
• Joint venture parties must each submit separate TCS/CSD and a joint venture agreement.

Failure to meet any of the above criteria will lead to disqualification.

Bidders in the service of the state are disqualified.

The 80/20 preferential point system applies.

The contract will be subject to the General Conditions of Contract (GCC) and any special conditions.

The municipality may cancel the bid if no worthwhile bid is received, economic or technical data change fundamentally, force majeure occurs, all compliant bids exceed available funds, or irregularities prevent fair competition.

The municipality is not liable for any damages arising from cancellation.

The successful bidder must sign and return the contract within 7 days of receipt.

Failure to provide required documentary evidence (not older than 180 days) may result in annulment of the award.
