Bids must be deposited in the bid box at the KZN Department of Social Development, 208 Hoosen Haffejee Street, Pietermaritzburg, 3200, by 11:00 on 04 September 2026. Late bids will not be accepted. Bids must be submitted on the official forms provided, not retyped, and each page must be initialled. The envelope must be sealed, marked with the bid number, closing date, and bidder's name and address. Bids sent by post, fax, or electronic means will not be considered. Returnable forms include: SBD 1 (Invitation to Bid), SBD 3.3 (Pricing Schedule), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), SBD 7 (Contract Form), SBD 8 (Declaration of Past SCM Practices), SBD 9 (Certificate of Independent Bid Determination), and Authority to Sign. Proof of CSD registration and a valid tax compliance status PIN must be attached.

The supplier must furnish an invoice accompanied by a copy of the delivery note for payment.

The 80/20 preference point system applies: 80 points for price and 20 points for specific goals. Specific goals include Black Equity Ownership (10 points), HDP Women Equity Ownership (6 points), and Disability Persons (4 points). Bidders must submit proof of B-BBEE status to claim these points. The department will evaluate whether all required information is submitted, the bidder's experience and references, financial standing, and past performance. The 80/20 system will be used in evaluation.

Provision of trauma and stress counselling training for the KwaZulu-Natal Department of Social Development for the 2026/2027 financial year. The training is for 30 people, over 3 working days, with 1 facilitator and 1 class. The cluster is eThekwini/Southern Cluster. The venue and training date will be provided by the department. The contract period is 3 days.

Bidders must provide references of past experience and details of their headquarters and regional offices on company letterhead. The department will consider documented reports of past poor performance.

The supplier must conform to standards specified in the bidding documents. The purchaser may inspect the supplier's records and premises. Non-conforming supplies or services may be rejected and must be replaced at the supplier's cost.

The pricing schedule (SBD 3.3) requires a unit price and total price for the training service. The quotation must include VAT and indicate the validity period. Prices are firm.

Bidders must quote a firm price for the 3-day training, including VAT. The quotation must indicate the validity period. A tax clearance compliance status PIN number must be attached. The offer must remain valid for 90 days from the closing date. Payment will be made within 30 days after receipt of a valid invoice.

Bidders must be registered on the Central Suppliers Database (CSD) at the time of bid closing; failure to be registered will result in disqualification. Bidders must not be persons in the service of the state, or companies with directors who are in the service of the state.
