Two-phase evaluation:

• Phase 1: Compliance with all mandatory requirements (SAHPRA, ISO 13485, OEM letter, CSD, tax, etc.), specifications (100% Welch Allyn compatibility), and pricing.
• Phase 2: 80/20 Preferential Procurement Points System – 80 points for price, 20 points for B-BBEE status as claimed on WCBD 6.1. Only B-BBEE level on WCBD 6.1 is used; CSD status not considered.
• Single item award; Department may award in part or whole.
• Evaluation committee may test product compatibility and may require a demonstration at bidder's cost.

Scope: Supply, delivery, installation, demonstration, and commissioning of laryngoscopes and consumables to all Western Cape Department of Health and Wellness institutions for three years.

Compatibility: All offered devices must be 100% compatible with existing Welch Allyn laryngoscope handles and blades (Macintosh and Miller). Compulsory – no deviations. Compatibility will be tested before evaluation.

Handles: Fibre-optic with LED technology; LED housed inside handle, replaceable without replacing handle. Types: Stubby, C-size, AA-size, and optionally rechargeable handle with desk charger.

Blades: Single-piece surgical stainless steel, fibre-optic illumination integrated, closed design. Sizes: English Macintosh 0–4, Miller 00–4, Macintosh 1–4.

Carry bags: Durable zip-lock with moulded internal protection, various configurations.

Optional items: Desktop charger, rechargeable batteries, replacement LEDs.

All electrical equipment must have SABS-approved 3-prong 15A South African plug or adaptors.

Installation and staff training must be included in pricing.

Bidders must provide descriptive literature, brochures, datasheets, and industry tests.

The Department may require a demonstration unit at bidder's cost or arrange a site visit.

Unknown products may be evaluated by a team of technical and clinical experts.

The bidder must provide a comprehensive training schedule for user and technical staff. Technical training on theory and practice. User training at no extra cost.

The Department may evaluate products through a team of technical and clinical experts. A demonstration unit must be available at bidder's cost, or the bidder may arrange a site visit. ISO 13485 certificate required.

Pricing must be submitted on WCBD 3.1 for firm prices, or WCBD 3.2 for non-firm prices. Items include handles, blades, carry bags, charger, batteries, LEDs. Unit prices for Years 1-3. Single item award.

Prices in South African Rand (ZAR) inclusive of VAT.

Firm prices for the contract duration are preferred. Firm prices can be fixed for period or subject to rate of exchange (ROE) variations.

If prices are not firm, complete WCBD 3.2. No price adjustments within first 3 months; thereafter quarterly adjustments only.

ROE variations: provide details in WCBD 3.1 paragraph B. Maximum imported content claimable 85%. If ZAR strengthens, Department may claim back.

Payment within 30 days of receipt of a valid, correct invoice.

No bond or guarantee requirements stated.

Pricing schedule (WCBD 3.1): itemized unit prices for Year 1, Year 2, Year 3 for handles, blades, carry bags, charger, batteries, LEDs.

Successful bidder must provide banking details for EFT payments.

CSD registration: mandatory at bid closing. Provide CSD number. Unregistered bidders must self-register at www.csd.gov.za.

Tax compliance: Provide SARS Tax Compliance Status PIN or printed TCS certificate. If non-compliant on CSD, 7 working days allowed to rectify.

B-BBEE: Complete WCBD 6.1 with supporting SANAS-accredited certificate or sworn affidavit (for EMEs/QSEs). Only the B-BBEE level on this form is used for evaluation.

SAHPRA licence: Valid copy as manufacturer, distributor, or wholesaler of medical devices. No proof of application accepted.

ISO 13485: Valid certificate for each manufacturer whose products are offered.

OEM appointment: Sole supplier letter from original equipment manufacturer, confirming expertise, training, and support for contract duration.

If not the manufacturer, provide written consent from manufacturer/supplier to offer and supply for the contract period.

No bids from persons in service of the state, or companies with directors in state service.

Joint ventures: each party must submit separate tax compliance and CSD information.

Only the B-BBEE level stated on completed WCBD 6.1 will be used for evaluation; B-BBEE status on CSD or WCSEB is not considered.

All equipment must comply with South African statutory and local authority safety regulations, including SABS specifications and Codes of Practice. Electrical equipment must have an SABS-approved 3-prong 15A plug. The bidder must comply with the Occupational Health and Safety Act.

Contract duration: 3 years. The bidder may not assign the contract without written approval. Subcontractors must be identified in WCBD 6.1 and approved. Prices are in ZAR inclusive of VAT. Firm prices are preferred. Payment within 30 days of valid invoice. Penalties may be deducted for non-adherence to turnaround times and specifications. The Department may terminate for insolvency, fraud, non-performance over 5 days, prejudicial conduct, civil judgment, or failure to remedy poor service within 7 days. Warranty: 12 months from delivery, repair or replace defective goods.

Special conditions include restrictions on transfer and subcontracting, pricing in ZAR inclusive of VAT, firm prices preferred, payment within 30 days, penalties for non-compliance, termination grounds, and 12-month warranty.

Mandatory requirements: valid SAHPRA licence; if not manufacturer, written consent from manufacturer; ISO 13485 certificate for each manufacturer; OEM sole supplier letter; CSD registration at closing; 100% compatibility with Welch Allyn laryngoscope handles and blades (compulsory).
