The evaluation follows five phases: mandatory requirements, critical criteria or functionality (paper-based), functionality (presentation or site inspection), price and specific goals, and objective criteria. Award is under the Preferential Procurement Policy Framework Act, 2000 and the Preferential Procurement Regulations, 2022. Price is scored out of 80 points using the formula Ps = 80(1 - (Pt - Pmin)/Pmin). Specific goals are scored out of 20 points: 20 points for EME or QSE entities 100% black-owned, 18 for at least 51%, 16 for at least 35%, and 10 for at least 25%. Armscor will not award to bidders with a poor performance record, those blacklisted or restricted, those failing a financial stability assessment, or those with abnormally low prices.

Armscor Dockyard requires a qualified Local Exhaust Ventilation System or HVAC contractor to survey, design, supply, install, commission and verify legal compliance of the Foundry Fettling Bay and Epoxy Local Exhaust Ventilation System. The Fettling Bay has no effective extraction system for metal dust from copper, aluminium and zinc alloys. The Epoxy workshop uses Polyurethane Casting Resins and Platinum Cure Silicones containing Methylene Bisphenyl Isocyanate, Polymethylene Polyphenyl Isocyanate, and Butyl Benzyl Phthalate. The contractor must conduct a condition survey (physical inspection of ducting, valves, air mover, hoods and filters; performance testing of air quality, static pressure, face velocity, air flow rate, duct and hood sizes, capture velocity and filter effectiveness), propose design modifications, manage supply and installation, oversee commissioning, and validate legal compliance. The design must be approved by Armscor before work starts. A SHE file must be submitted before installation. A commissioning plan must be approved before commissioning.

The contractor must conduct a condition survey of the Foundry Fettling Bay and Epoxy Local Exhaust Ventilation System, including physical inspection and performance testing. Bidders must demonstrate competence by submitting either a signed client reference letter or a completion certificate confirming completion of designing, installation and commissioning of a Local Exhaust Ventilation System. Bidders must hold valid CIDB registration at Grade 1 ME or higher.

The supplier must submit Quality Control Plans (QCPs) for Armscor's approval, including Hold, Surveillance, Inspection, and Witness Points. The survey report must include a Root Cause Analysis (RCA) of why the current ventilation system is ineffective. The Statement of Work (SOW) must define an SOW for an effective ventilation system, list systems or components requiring replacement, indicate training, include a user manual, and show the order of activities in a Gantt-chart style. Integrated Logistic Support must define special services and a schedule. Timescales must be submitted for verification and strictly adhered to.

Bidders must quote on the item, indicating quantity, unit price and total. The total must be shown as Subtotal (excluding VAT), VAT, and Total (including VAT). Bidders must state the period for commencement of delivery and the period for completion of the order. Financial information must be in a separate attachment from the technical response.

The project must comply with the Occupational Health and Safety Act and Regulations (19th Edition, Environmental Regulation for Workplace, Section 5). A SHE file must be submitted before installation. The system must capture and remove airborne contaminants to protect workers from metal particles and chemical substances.

Armscor may reject non-compliant bids, select solely on information received, contact bidders for clarification, award to one or more bidders, accept a bid in part or full, and cancel the bid.
