Submission method: sealed envelope, clearly marked with the tender number and title, deposited in the tender box at Stellenbosch Municipality, Town House Complex (Main Building between Town Hall and Municipal Library), Plein Street, Stellenbosch. The tender box is accessible 24 hours a day. Bids must be submitted on the official tender document issued by the municipality; re-typed or online submissions are not accepted. Bids must be valid for 180 days after closing. Late, electronic, telephonic or faxed tenders will not be considered. Bids not accompanied by a complete set of tender documents will not be considered.

Returnable forms (all must be completed, signed and attached):

• Certificate of Clarification/Virtual Meeting Attendance: confirms attendance at any clarification or virtual meeting.
• Authority to Sign a Bid: authorises the signatory; for companies/CCs, a certified copy of the board/members resolution must be attached.
• MBD 4 (Declaration of Interest): discloses any connection between the bidder and state employees or the municipality.
• MBD 6.1 (Preference Points Claim): claims B-BBEE and locality points; attach a SANAS-accredited B-BBEE certificate or original sworn affidavit (for EMEs/QSEs).
• MBD 8 (Declaration of Past SCM Practices): declares any past supply chain management irregularities.
• MBD 9 (Certificate of Independent Bid Determination): certifies the bid price was set independently, with no collusion.
• MBD 10 (Certificate of Payment of Municipal Accounts): declares municipal account numbers of all members, partners, directors, etc.; used for locality scoring.
• OHSA form: occupational health and safety declaration; attach a valid Letter of Good Standing from the Compensation Commissioner.
• Form of Indemnity: indemnifies the municipality against claims.
• Pricing Schedule: completed and signed.
• Declaration by Tenderer: final declaration of compliance.

Evaluation is conducted in terms of the General Conditions of Contract (GCC, JBCC, FIDIC or CIDB), the Stellenbosch Supply Chain Management Policy, and the Stellenbosch Preferential Procurement Policy effective 16 January 2023. The 80/20 system applies to requirements with a Rand value up to R50 million. Bidders must be registered on the Central Supplier Database (CSD) and be tax compliant. No award will be made to bidders with non-compliant tax status. Bids must be accompanied by a complete tender document. No bids will be considered from persons in the service of the state.

The tender covers three categories for the Stellenbosch Municipality Law Enforcement K9 Unit, for a period ending 30 June 2029:

• Category A: Supply and delivery of K9 adult maintenance dog food.
• Category B: Supply of K9 handling, training and welfare equipment.
• Category C: Provision of professional veterinary services.

Detailed specifications and quantities are provided in Part B of the tender document (Specifications section). The goods supplied must conform to the standards stated in the specifications. The contract is a rates-based tender.

Pricing: Rates-based tender; prices must be in South African Rand and inclusive of VAT. The municipality's VAT registration number is 4700102181.

Payment terms: Payment will be made within 30 days after submission of a valid invoice, accompanied by a delivery note. Payment is in Rand.

Municipal debt: No contract will be concluded with any bidder whose municipal rates and taxes or service charges are in arrears. Bidders must declare all municipal account numbers in the Stellenbosch area for which they or their directors are responsible. If indebted, the bidder may be required to sign an agreement allowing deductions from payments until the debt is settled.

Tax obligations: Bidders must be tax compliant; a SARS TCS PIN or CSD number is required. No contract will be concluded with a bidder whose tax matters are not in order.

CSD registration: Mandatory. Bidders must be registered on the Central Supplier Database (CSD) to conduct business with the municipality.

Tax compliance: Bidders must provide a SARS TCS PIN or CSD number. Foreign suppliers must complete the pre-award questionnaire in Part B:3. Consortia/JVs/subcontractors must each provide a separate TCS certificate/PIN/CSD number.

B-BBEE: To claim preference points, bidders must submit a valid B-BBEE certificate issued by a SANAS-accredited verification agency, or an original sworn affidavit (for EMEs and QSEs). A sworn affidavit must be an original, not a copy.

Municipal accounts: Bidders must declare all municipal account numbers in the Stellenbosch area; municipal accounts will be verified and used for locality scoring.

Occupational health and safety: Bidders must complete the OHSA form and attach a valid Letter of Good Standing from the Compensation Commissioner.

General: Bids must be submitted on official forms; no bids from persons in the service of the state. The successful bidder will be required to sign a written contract form (MBD 7).
