Submission: place the sealed envelope, bearing the bidder's name and address, the endorsement 'TENDER NO. 060G/2026/27: MANUFACTURE, TESTING, SUPPLY, DELIVERY LV WIRING CABLE AND FLEXIBLE CORDS', tender box number 199 and the closing date, into the official tender box at the Tender & Quotation Boxes Office, 2nd Floor (Concourse Level), Civic Centre, 12 Hertzog Boulevard, Cape Town, before 10:00 on 05 October 2026. If the package is too large, ask the public counter for alternative instructions. Fax or email tenders are rejected and late tenders are not considered. The tender must be completed in full on the issued document, signed by a duly authorised person, and every alteration initialled. Each item is evaluated and awarded individually, scored on tendered price/rate using a basket of 1 m per item. A 90/10 price/preference system applies to responsive tenders above R50 million (all applicable taxes included). Goods: manufacture, testing, supply and delivery of LV wiring cable and flexible cords over a contract period not exceeding 36 months from commencement. The Price Schedule contains 82 cable items, each with descriptions and material codes, priced in R/metre. Ranges include Cabtyre (0.75–2.5 mm², 3–7 core, PVC), House Wire (1–25 mm² single core, PVC, in Black, Blue, Green, Red, White, Yellow and Yellow/Green), Panel Flex (0.5–2.5 mm² single core, PVC), Silicone cable (2.5 mm²), Surfix (1.5–10 mm², 2–4 core + earth, PVC) and Twin Flex (0.5 mm², 2 core, PVC). Delivery is required within 10 weeks of each purchase order for all items. Datasheets for all offered items must be submitted. Type test certificate cover sheets must accompany the tender, with full certificates available for the Engineer on request; a current SABS Mark Permit for the offered cables exempts the tenderer from providing the Schedule of Type Tests or type test certificates. Trade mark/name references are deemed to include 'or equivalent'. Samples are not required.

Technical evidence/method: provide datasheets of all offered items. Submit only cover sheets of full type test certificates; make full certificates available for Engineer review on request within the stated period. Manufacturers with a current SABS Mark Permit for the offered cables need not provide Schedule of Type Tests or type test certificates if the permit is current and submitted. Samples are not applicable.

For tenders above R10 million, disclose contracts awarded by organs of state in the past 5 years, including material non-compliance or disputes. Each entity in a consortium/JV submits separate certificates/statements. Tenderers must cooperate fully with the CCT's external service provider for due diligence review and risk assessment.

Type test certificate cover sheets are submitted with the tender; full certificates must be available for the Engineer on request. A current SABS Mark Permit submitted with the tender exempts the tenderer from providing Schedule of Type Tests or type test certificates for cables carrying the mark. Non-refundable tender fee of R200 for a hard copy of the tender document; no fee for website downloads. Prices must be in Rand per metre, exclude VAT, and include all duties, taxes and levies applicable 14 days before closing, plus all expenses, overheads and profit; all prices tendered are final and binding. All rates must be entered; a missing rate or a non-rate entry (dash, zero, 'included') is treated as a nil rate and may be clarified or risk-assessed. Items are evaluated and awarded individually. Contract Price Adjustment applies per Schedule F.1. Where there are arithmetical errors, amounts in words govern over figures, line-item totals govern over unit rates, and the CCT may ask the tenderer to revise rates or prices. Pro forma performance security/guarantee (Annexure C) and advance payment guarantee (Annexure D) are provided; acceptable issuers are national banks, international banks with South African branches, and insurance companies. Above R10 million (VAT inclusive), the CCT may require audited annual financial statements for the past 3 years, a certificate of no undisputed municipal service commitments overdue more than 30 days, particulars of organ-of-state contracts awarded in the past 5 years, and a statement on goods/services sourced from outside South Africa.

Pre-qualification and eligibility:

• Register on the CCT Supplier Database and on the National Treasury CSD; each JV/consortium party must register separately.
• Maintain a valid SARS Tax Compliance Status PIN, record it on the Details of Tenderer pages, and keep tax affairs in order. Each JV/consortium party submits a separate PIN. A recommended bidder that is not tax compliant has 7 working days to submit proof from SARS of an arrangement to meet outstanding obligations.
• Complete Schedule F.4 Preference Points Claim Form and provide documentary proof (company registration certification, CSD report, B-BBEE certificate, financial statements or commissioned sworn affidavits) to claim Specific Goals points.
• Complete Schedule F.5 Declaration of Interest – State Employees (MBD 4 amended), Schedule F.6 Conflict of Interest Declaration, Schedule F.7 Declaration of Past SCM Practices (MBD 8), Schedule F.8 Authorisation for Deduction of Outstanding Amounts Owed to the CCT, and Schedule F.9 Certificate of Independent Bid Determination.
• Provide a Certificate of Authority for partnerships/JVs/consortiums and a copy of the JV/consortium agreement where applicable.

Disqualifying circumstances include SCM restriction or abuse, unresolved SARS non-compliance (unless a qualifying foreign supplier), acting as an advisor/consultant to the CCT with conflicting obligations, involvement in the bid specification committee, contravening the Competition Act, and failure to provide requested due diligence or clarification material. A Health and Safety Plan must be submitted on written request, and the C.3 Occupational Health and Safety Agreement must be signed in terms of section 37(2) of the OHS Act.

OHS Act compliance is mandatory; tenderers are deemed to have read and priced the Act, regulations and Health and Safety Specification. Health and Safety Plan on written request. The C.3 OHS Agreement is made in terms of section 37(2) of the OHS Act and covers Construction Regulations, CCT special conditions, way leave, lock-out and work permit requirements, COID Act registration and compensation insurer details.

Form of Offer and Acceptance (C.2) includes offer, acceptance, schedule of deviations and confirmation of receipt. The Price Schedule (C.4) contains 82 items with material codes and delivery periods. Specification references to trade marks/names/types are deemed to include 'or equivalent'. Special Conditions (C.6) and General Conditions (C.7) apply. CCT may cancel before award for changed circumstances, unavailable funds, no acceptable tenders, material irregularity, or inability to negotiate market-related pricing; written reasons are given on request. Verbal communications are not binding unless confirmed in writing by the Director: SCM (or nominee) or by the tenderer's authorised representative. Objections/complaints must be lodged within 14 days; Section 62 appeals within 21 days to the City Manager, with an administration fee of R300 and a possible surcharge for vexatious appeals. Tender validity: 120 days after closing, then 12 months unless otherwise notified, extendable by up to 6 months on mutual agreement. Withdrawal after closing is at the CCT's discretion and may make the tenderer liable. Failure to respond to clarification requests may render the tender non-responsive. Access for inspections/tests during working hours is required.
