Pest control treatment services for siu western cape provincial office (12 months)

Closing date and time: 03 September 2026 at 16:00. RFQ validity period: 90 days commencing from the official RFQ closing date.

Quotations must be submitted on company letterhead, include a cost breakdown, be inclusive of VAT, and be valid for 30 days (though the RFQ validity period is stated as 90 days). Bidders must be registered on the Central Supplier Database (CSD) and be tax compliant (CSD summary report required). A valid B-BBEE status level verification certificate (SANAS-accredited) or sworn affidavit (for EME/QSE) must be submitted to claim preference points. The bidder must complete and sign the SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim) forms. Bids will be disqualified if the quotation page is not signed, if SBD forms are not completed and signed, if CSD tax clearance is non-compliant, if information is proven incorrect, or if submissions are late or incomplete. Faxed and emailed tender documents will be accepted, but the onus is on the tenderer to ensure complete receipt by the due time. Any alterations to the tender document other than filling in the tenderer's details and tender price will automatically disqualify the tenderer.

The bid will be evaluated on the 80/20 preference point system (80 points for price, 20 points for specific goals including B-BBEE status level and an additional 2 points for more than 50% Black owned shareholding). The bid will only be awarded to the bidder who passes SIU's Internal Integrity Unit screening and/or State Security Agency vetting; failure to pass could result in SIU not awarding the bid irrespective of points scored. The recommended service provider may be required to register with SAPCA and PCIB, and must comply with the Occupational Health and Safety Act (Act No. 85 of 1993) and the Hazardous Chemical Substances Act (Act No. 15 of 1973). Bidders must not be listed on the National Treasury's database of restricted suppliers or defaulters, and must not be under investigation for corrupt activities.

The service provider will render pest control treatment services for the SIU Western Cape Provincial Office, covering approximately 1165 square meters (1st floor only). Services include fumigation every quarter (4 times in 12 months) and pest control on a monthly basis for twelve (12) months, including rat control. All used products must be SABS approved Pesticides and Rodenticides applied within the Integrated Pest Management Framework. The service provider must prevent re-entry of rats/mice, crawling and flying bugs, insects, and black spiders. Files must be kept at all sites with MSDS and Treatment Reports. The service provider must be able to attend to emergencies within 30 minutes of a call out. Work may be required during weekends (Saturdays and Sundays).

The value of this bid is estimated not to exceed R50 000 000.00 (all applicable taxes included), therefore the 80/20 system shall be applicable. Price must include the entire scope of work and any other logistics or disbursement. VAT must be included. Payments will be done on deliverables achieved, with payments done within 30 days of receipt of invoice. No pre-payments are allowed.

Bidders must ensure compliance with tax obligations and submit their unique SARS PIN or CSD number. In bids where consortia/joint ventures/sub-contractors are involved, each party must submit a separate TCS certificate/PIN/CSD number. No bids will be considered from persons in the service of the state, companies with directors who are persons in the service of the state, or close corporations with members who are persons in the service of the state. The nominated resource will be subjected to SIU Internal Integrity Unit screening and/or State Security Agency vetting. The recommended service provider must comply with the Occupational Health and Safety Act (Act No. 85 of 1993) and the Hazardous Chemical Substances Act (Act No. 15 of 1973). The recommended service provider may be required to register with SAPCA and PCIB.
