The city of cape town requires a panel of service providers for psychological and non-psychological assessment and development solutions supporting organisational effectiveness and innovation. The tender is divided into eight parts (a–h). Parts a–f involve psychological assessments and require at least three hpcsa-registered psychology professionals. Parts g–h cover non-psychological assessments. Bidders may tender for any part(s) they are competent in, but must price all items for the selected part(s) for the full 36-month contract period and submit all documents required for functionality assessment. Eligibility requires cct supplier database registration, national treasury central supplier database (csd) registration, tax clearance with SARS (or foreign supplier status), completion of mandatory returnable documents including schedule f.5 (Declaration of interest – state employees), schedule f.6 (Conflict of interest declaration), schedule f.7 (Declaration of past supply chain management practices), and schedule f.9 (Certificate of independent tender determination). Functionality evaluation scores out of 100 per part with a minimum qualifying score of 70/100; price and preference points are evaluated after functionality.
Eligibility: HPCSA-registered psychology professionals — at least three suitably registered practitioners must be identified at submission stage; failure to demonstrate access results in non-consideration for the relevant Part(s).
Registration: CCT Supplier Database registration and National Treasury Central Supplier Database (CSD) registration are both mandatory; each party of a joint venture must register individually.
Returnable documents: All Schedules F.1–F.27 must be completed, signed and submitted; omission or non-signature of any returnable document risks disqualification.
Closing time: 10:00 on 7 December 2026 — late submissions are rejected.
Functionality minimum score: 70/100 per Part; only bidders meeting this threshold proceed to price evaluation.
Data security and privacy: Evidence of data security policy, POPIA compliance, access controls, five-year post-contract data retention, data ownership statement, informed consent process and sample consent record must be provided (Schedule F.24).
Preference points: Claimed on Schedule F.4 under the Preferential Procurement Regulations 2022; B-BBEE levels and evidence thresholds apply.
Mandatory briefing: 20 November 2026 at 10:00 via Microsoft Teams (not compulsory, strongly recommended).
Disqualifying omissions: Failure to submit proof of compliance with eligibility requirements at closing date results in non-consideration for the applicable Part(s).

Appointment: the City intends to appoint two tenderers per Part — the highest-ranked tenderer (the winner) and an alternative tenderer. If insufficient responsive bids are received, the City may appoint fewer tenderers or none.
Allocation of work: once appointed, suppliers are invited to deliver on a "winner-takes-all" basis — the order is always offered first to the highest-ranked tenderer and, only if refused, to the alternative tenderer.
Standby bidder: the City may identify a standby bidder at award stage to be considered should the contract be terminated.
Cancellation: the City may accept or reject any tender offer and may cancel the tender before contract formation if there is no longer a need, funds are unavailable, no acceptable tenders are received, there is a material irregularity, or market-related pricing cannot be negotiated. Written reasons are given on request.
Communication: only written communication from the City’s Director: Supply Chain Management or nominee is binding on the City; only written communication from the tenderer or its authorised representatives is binding on the City.
Disputes: objections, complaints, queries or disputes must be lodged in writing within 14 days of the decision or action.
Appeals: written notice of appeal with reasons must be given to the City Manager within 21 days of notification of the decision. The appeal must state the reasons, how the appellant’s rights were affected, the remedy sought, and include a copy of the notification. An administration fee of R300.00 applies; a surcharge may be imposed for vexatious, frivolous or manifestly inappropriate appeals, calculated as ½ (administrative cost of the tender appeal) + 0.25% of the appellant’s tender price.
Rights: the above does not limit rights to approach the High Court, or rights under PAJA and PAIA.
POPIA: the City may process personal information for purposes of the tender, contract and conditions, for research, and as envisaged in its privacy notice or SCM Policy, relying on section 11(1)(b) of POPIA.
