The city of cape town's energy directorate requires professional quality assurance inspection services across seven separately awarded items: electrical cables, high-voltage switchgear, medium-voltage switchgear, ancillary equipment, distribution transformers, power transformers and reactors, and design review of power transformers and reactors. Bidders may tender for one or more items, but each item is scored on its own and needs a named lead specialist with verifiable inspection or design review experience. The decisive hurdle is functionality: each item is scored out of 15 and a bid scoring below 9 is non-responsive, so the cvs and experience records of the proposed key personnel must be complete and verifiable. Bids must also carry professional indemnity cover of at least r5 000 000 per claim and be lodged in hard copy at the civic centre by 10:00 on 7 december 2026.
Closing and submission: hard-copy bids only, lodged in Tender Box 237, Tender & Quotation Box Office, 2nd Floor (Concourse Level), Civic Centre, 12 Hertzog Boulevard, Cape Town, by 10:00 on 7 December 2026; electronic, faxed and late bids are rejected.
Clarification meeting: 09:00 on 19 November 2026 online via Microsoft Teams (meeting ID 320 856 939 126 803 1, passcode 7dg7Zb2J, dial-in +27 21 835 5043); not compulsory but strongly recommended.
Item-by-item bidding: seven items are awarded separately, with one winner and one alternative per item; bidders may bid for one or more items but must meet the key-personnel and quality requirements for every item tendered.
Minimum quality score: 9 out of 15 per item (10 points for number of inspections or design reviews, 5 for post-qualification years); scoring below 9 makes the bid non-responsive, and only verifiable factory inspections count for Items 1, 2, 3, 5 and 6.
Key personnel: each item needs a qualified Electrical Technologist/Engineer (NQF 7 or 8) with verifiable discipline-specific experience, and Item 7 needs a registered Professional Electrical Engineer with at least 5 years' design review experience on transformers of 10 MVA and larger; staff must be permanently employed at the close of tender or covered by a signed sub-consultant undertaking, with CVs, experience records and registration numbers attached to Schedule 12.
Professional indemnity insurance: cover of at least R5 000 000 per claim, evidenced by a policy or broker confirmation, is required for responsiveness.
Returnable documents: the Compulsory Enterprise Questionnaire, joint venture authority and agreement (if applicable), Declaration of Interest – State Employees, conflict of interest and past SCM practices declarations, Certificate of Independent Bid Determination, authorisation to deduct outstanding City amounts, Professional Indemnity schedule, Schedules 12 and 19, signed Form of Offer and Acceptance (C1.1) and Table 1 preference claim form must all be complete, or the bid is disqualified.
