Kouga local municipality seeks service providers to facilitate credit-bearing supervisory skills training aligned to unit standard 10148 (nqf level 5, 14 credits) for municipal officials over a three-year period, with sessions held in jeffreys bay and assessment by individual portfolio of evidence. Bidders must be accredited in their own company name for every programme offered, hold current accreditation for unit standard 10148, and provide seta-registered assessors and moderators. The contract is evaluated on the 80/20 preference system, with a minimum functionality score of 70% required before price is considered. The most consequential requirement is the compulsory virtual clarification session on 19 november 2026 at 10:00, coupled with the need to deliver both an original hard copy and an electronic copy on USB or sd card by the closing time of 12:00 on 8 december 2026.
Compulsory virtual clarification session: Thursday, 19 November 2026 at 10:00 via Microsoft Teams (Meeting ID 368 574 232 951 984 3, passcode zJ3zZ3Qz); no attendee arriving 10 minutes or more late will be admitted.
Closing and submission: sealed envelope endorsed "NOTICE NO: 269/2026" placed in the Tender Box at 16 Woltemade Street (front entrance), Jeffreys Bay, Room 122, by Tuesday, 08 December 2026 at 12:00; late, emailed, faxed or telephonic bids are rejected.
Two-part submission: an original hard copy plus an electronic copy of the completed document and all returnable documents on USB or SD card/CD; failure to provide both renders the bid non-responsive, and visibly broken CDs are rejected at opening.
Accreditation: valid proof of accreditation registered in the bidding company's name for all programmes proposed, current accreditation for Unit Standard 10148, and proof of assessor and moderator registration with the relevant SETA.
Functionality threshold: minimum 70% of 80 points across company experience (20), lead facilitator experience (20), assessor registration (20) and moderator registration (20); only bidders meeting this proceed to price evaluation.
Preference points (80/20): 10 points for B-BBEE status level and 10 points for locality (10 for Kouga municipal area, 6 for Sarah Baartman District or Nelson Mandela Metro, 4 for elsewhere in the Eastern Cape, 1 outside the Eastern Cape); a valid B-BBEE sworn affidavit or certificate and a municipal billing clearance certificate, account or rental documentation in the bidding entity's name are required, and virtual-office addresses are not accepted.
Compliance documents: CSD summary report, business registration documents (CM9 or name-change documents are insufficient), valid SARS Tax Compliance Status PIN for the bidder and each JV partner, certified ID copies, audited financial statements for the last three financial years (if applicable), and registration on Kouga Municipality's supplier database; no bid from a person in the service of the state will be considered.
