Must be registered on Central Supplier Database; not in service of the state; no directors/managers/principal shareholders in state service; tax compliant; not listed on restricted supplier databases; no overdue municipal accounts >3 months; foreign suppliers must complete additional questionnaire; must submit all required MBD forms fully completed.

• Scope: Provision of media coverage for Youth Events, Men’s Month, and Women’s Month.
• Deliverables include monthly reports on campaigns executed, performance, and reach.
• A content calendar aligned to the municipality’s communication strategy is required.
• Development of event strategies and plans aligned to municipal campaigns.
• Monitoring, reporting, and analysis of events strategies and campaign performance.
• Demonstrable capacity to handle multilingual campaigns where required.
• Compliance with the Municipal Finance Management Act (MFMA) and Supply Chain Management regulations.

• Key personnel experience is scored (20 points).
• Company experience is scored (20 points).
• Bidders must demonstrate qualifications, abilities, or experience relevant to the tender.

• The contract requires compliance with standards and includes provisions for use of contract documents, inspection, and patent rights.

• Contract includes General Conditions of Contract (GCC) covering payment, prices, amendments, assignment, subcontracts, delays, penalties, termination, force majeure, disputes, liability, governing language, applicable law, notices, and taxes.
• The successful bidder must sign a Form of Offer and Acceptance (MBD 7.1) in duplicate.
• The contractor is liable for proper execution and fulfilment of all contract obligations.
